Ordinance - 821ORDINANCE NO. 821 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING THE PROVISIONS OF THE ZONING CHAPTER OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE R-A AND R-1 ZONES. • The City Council of the City of West Covina does ordain as follows: SECTION 1. The City Council does hereby find, determine and declare that the following amendments were duly initiated, that notice of hearing thereon was duly given and published, that public hearings thereon were duly held by the Planning Commission and. City Council, and that the public convenience and necessity and the general welfare require that the following changes and amendments be made. SECTION 2. Sections 9203 to 9204.6. inclusive, of the West Covina Municipal Code are hereby repealed. SECTION 3. The West Covina Municipal Code is hereby amended by the addition thereto of seven new sections numbered 9203 to 9203.6, inclusive, reading respectively as follows: "PART 3 - R-A ZONE 9203.1 RESIDENTIAL AGRICULTURAL ZONE. PERMITTED USES. (a) One single family dwelling per lot. b Accessory buildings. No accessory building shall occupy any portion of a required front or side yard, and in the • case of reversed corner lots, no accessory building shall be erected upon such lot closer than 5 feet in Area District I, 7 feet in Area Districts II, IIA and III and 10 feet in Area Districts IV and V to the property line of the required side yard of the abutting lot to the rear, nor closer to the street side property line than a distance representing one-half the required front yard of the lot to the rear in the required rear yard. (c) Agricultural crops. d The following poultry and animals of such type, size and number so as not to be capable of inflicting harm or discomfort or endangering the peace, health or safety of any person or property. 1. Household pets. 2. Poultry, provided not more than 24 birds are maintained on any lot or parcel. 3. Rabbits, chinchillas, hamsters and other small animals raised for food, scientific or fur bearing purposes, provided not more than twenty-four of any one or combination of such animals may be maintained on a site. 4. Bovine animals, horses, sheep, goats and swine may be maintained on permanent pasture only, provided that the number of such animals shall not exceed 3 per acre (unweaned litters or off -spring excepted) in any combination thereof and that no such animals may be maintained on land containing less than 20,000 sq. ft. 5. Poultry: -and animals, except household pets, shall not be kept or maintained within fifty feet of any dwelling or building used for human habitation, nor shall any pen, coop, stable, barn or corral be maintained within forty feet of any portion of adjoining property. (e) The following signs: 1. One unlighted sign not exceeding six square • feet in area pertaining only to the sale, lease or hire of only the particular building, property or premises upon which displayed. 2. One sign not larger than three feet by four feet, identifying and advertising products produced on the premises as permitted by this Chapter. 3. Name plates not exceeding four by sixteen inches containing name of occupant of premises. (f) Maitaining mail address for commercial and business license purposes only. (g) Storage of petroleum products for use on the premises, but not for resale. (h) The care of not to exceed three children, which number shall be in addition to the related family of the person conducting such use. 9203.1 HEIGHT. No building or structure in the R-A Zone shall exceed twenty-five feet in height or two stories. Within twenty-five feet of the front lot line, within thirty-five feet of the rear lot line, and within ten feet of a side lot line in Area Districts I, II and IIA and fifteen feet of a side lot line in any other area district, no building or structure shall • exceed eighteen feet in height. 9203.2 FRONT YARD. Every lot or parcel in Zone R-A shall have a front yard not less than twenty-five feet. 9203.3 SIDE YARDS. In the R-A Zone every lot shall have side yards as follows: (a) Interior and corner lots: 1. Five feet in Area District I. 2. Seven feet in Area Districts II, IIA and III. 3. Ten feet in Area Districts IV and V. (b) Reversed corner lots: 1. Shall have the same side yard requirements as interior lots except the street side shall be no less than 50% of the required front yard of the lot to the rear. 9203.4 REAR YARD. Every lot in the R-A Zone shall have a rear yard of not less than twenty-five feet. 9203.5 AREA. The minimum required area of a lot or parcel in the R-A Zone shall be that required for the Area District in which a lot -2- is located and as provided in Part 17 of this Chapter. 9203.6 GROUND COVERAGE. • Maximum ground coverage of all structures in Zone R-A shall not exceed 35% of the total lot or parcel area. SECTION 4. The West Covina Municipal Code is hereby amended by the addition thereto of seven new sections numbered 9204 to 92o4.6, inclusive, reading respectively as follows: 9204. ONE-FAMILY,ZONE (R-1 ZONE). PERMITTED USES. a) One single family dwelling per lot. (b) Accessory buildings. No accessory building shall occupy any portion of a required front or side yard, and in the case of reversed corner lots, no accessory building shall be erected upon such lot closer than 5 feet in Area District I, 7 feet in Area Districts II, IIA and III, and 10 feet in Area Districts IV and V to the property line of the required side yard of the abutting lot to the rear, nor closer to the street side property line than a distance representing the required front yard of the lot to the rear in the required rear yard. �c Private green houses and horticultural collections. d3 The following poultry and animals of such type, size and number so as not to be capable of inflicting harm or discomfort or endangering the peace, health or safety of any person or property. • 1. Household pets. 2. Poultry, hens only, rabbits, chinchillas, hamsters and other small animals, all raised for domestic non- commercial use provided not more than twenty-four of such animals or birds may be maintained on a site. 3. Horses may not be kept or maintained on any site containing less than one acre; however, on any site containing more than one acre, one horse for every half acre of the total acreage may be kept and maintained. 4. Poultry and animals, except household pets, shall not be kept or maintained within fifty feet of any dwelling or building used for human habitation, nor shall any pen, coop, stable, barn or corral be maintained within forty feet of any portion of adjoining property. (e) The following signs: 1.
