Ordinance - 814ORDINANCE NO. 814 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING THE PROVISIONS OF THE ZONING CHAPTER OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE R-P RESIDENTIAL PROFESSIONAL ZONE. The City Council of the City of West Covina does ordain as follows: ® SECTION 1. The City Council does hereby find, determine and declare that the following amendments were duly initiated, that notice of hearing thereon was duly given and published, that public hearings thereon were duly held by the Planning Commission and City Council, and that the public convenience and necessity and the general welfare require that the following changes and amendments be made. SECTION 2. Sections 9210, 9210.1, 9210.21 9210.3, 9210.4, and 9210.5 of the West Covina Municipal Code are hereby amended to read, respectively, as follows: 119210. RESIDENTIAL PROFESSIONAL (R-P ZONE). PERMITTED USES. In an R-P Zone only the following uses are permitted as hereinafter specifically provided and allowed subject to pro- visions of this Chapter governing off-street parking requirements, except as otherwise herein provided. (a) Administrative, business and professional offices of the following type: 1. Accountants 2. Advertising Agencies 3. Appraisers 4. Architects and Drafting Services 5. Attorneys 6. Bookkeepers 7. Brokers - stock, bond, insurance and real estate 8. Collection Agencies 9. Counseling Services, marriage and family 10. Doctors, dentists, occulists, optometrists, chiropractors, and others practicing the healing arts for human beings.. 11. Employment Agencies 12. Engineers 13. Escrow Agents 14. Research, not involving manufacture, fabrication, processing or retail sale of products- 15. Surveyors 16. Telephone answering services 17. Travel Agencies 18. Similar uses providing administrative, business and professional services. The uses permitted by the provisions of this Part shall include only uses involving the rendering of services and shall not include the manufacturing, fabricating or selling of any article or commodity other than that incidental to the professional services rendered. Necessary uses subordinate to but necessary for the uses set forth above such as dental and medical laboratories, pharmacy dispensing drugs only, other technical laboratories and other service facilities normally associated with the above mentioned uses shall be allowed. (b) A public parking area when developed in accordance with Section 9219.15. -1- (c) Signs, subject to the following conditions: 1. The number of signs shall be limited to one per building face when that face fronts on a public street directly, or shall be permitted if the building face is at an angle to such street, whichever is the more reasonable application. • 2. The total area of signs displayed shall be no larger than the ratio of two square feet per each foot of building face, provided the total area shall not exceed 75 square feet of aggregate surface area. 3. Signs shall be attached to and be parallel to the wall of the building fronting the principal street and shall not extend above the top of the wall to which they are attached. 4. Detached signs shall be allowed when shown upon and in conformance with an approved precise plan of design showing the general location and dimensions thereof. 5. One identification sign, not to exceed one-half the area provided in (c) 2 above, may be placed at the rear of the building when an entrance therein opens onto a public parking area. Such sign shall be attached and parallel to the wall facing the parking area and shall not extend above the top of the wall. • 6. Name plates not exceeding two square feet in area containing the name of the occupant. 7. Advertising on any signs shall pertain only to services rendered or uses conducted on the premises. 8. Signs shall not be constructed or maintained to flash, rotate or in any way simulate motion. 9210.1. Height. No building or structure in the R-P Zone shall exceed fifty feet in height. At any building setback line the maximum height shall not exceed 18 feet except when the adjacent property having a common property line is zoned for non-residential uses. For every two feet of additional setback one additional foot in height will be permitted until the 5 foot maximum is reached. In the event of hillside development the administration of this section as to where height is measured shall be left to the Planning Director and the Chief Building Inspector. 9210.2. Front Yard. Every lot or parcel in the R-P Zone shall have a front yard of not less than 15 feet. 9210.3. Side Yards. In the R-P Zone every lot shall have side yards as follows: (a) Interior and corner lots: 1. Five feet in Area District I. 2. Seven feet in Area District II, IIA and III. 3. Ten feet in Area District IV and V. -2- is (b) Reversed corner lots: 1. Shall have the same side yard requirements as interior lots except the street side shall be no less than 50% of the required front yard of the lot to the rear. 9210.4. Rear Yard. Every lot or parcel in the R-P Zone shall have a rear yard of not less than 15 feet. 9210.5. Off -Street Parking. The off-street parking spaces required shall be not less than those set forth in Part 19 of this Chapter." SECTION 3. Sections 9210.6 and 9210.7 of the West Covina Municipal Code are hereby repealed. SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law. Passed and approved this 12th day of August , 1963.
