AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN PROVISIONS OF THE
WEST COVINA MUNICIPAL CODE RELATING TO THE
RECRUITMENT AND THE REMOVAL OF THE CITY MANAGER.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. Subsection (d) of Section 2201 of the West Covina
Municipal Code is hereby repealed.
SECTION 2. Section 2202 of the West Covina Municipal Code
is hereby amended to read as follows:
"2202. VACANCIES.
When a vacancy occurs in the office of the City Manager
the Council shall within five days after said office becomes
vacant appoint a City Manager Pro Tempore from the officers
or Department Heads of the City. Not later than ten days after
the vacancy occurs the Council shall arrange for the recruitment
of qualified City Manager candidates, and for this purpose may
retain the services of the California State Personnel Board, Los
Angeles County Civil Service Commission or other qualified agency,
and shall make an appointment to the vacant position not later
than sixty days after the position is vacated by the previous
incumbent."
SECTION 3. The first paragraph of Section 2207 of the West
Covina Municipal Code is hereby amended to read as follows:
• "The removal of the City Manager shall be only upon the
affirmative vote of not less than three members of the City
Council in regular Council meeting, subject, however, to the
provisions of the next succeeding subsections. In case of
his intended removal by the City Council, the City Manager
shall be furnished with a written notice stating the Council's
intention to remove him and the reason therefor, at least
thirty days before the effective date of his removal."
SECTION 4. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.
