AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE ANNEXATION
T0, INCORPORATING IN AND MAKING A PART OF SAID CITY
OF WEST COVINA, CERTAIN UNINHABITED TERRITORY OUTSIDE
THE SAID CITY AND CONTIGUOUS THERETO, KNOWN AS
"NORTHERLY ANNEXATION DISTRICT NO. 176".
• WHEREAS, under and pursuant to and in accordance with the
provisions of the "Annexation of Uninhabited Territory Act of 1939", as
amended, the City Council of the City of West Covina, in due course,
received a good and valid petition initiating proceedings for the annexa=
tion to the said City of the uninhabited territory hereinafter described;
and
WHEREAS, the same was submitted to and reported upon favorably
by the Boundary Commission of Los Angeles County with respect to the
definiteness and certainty of the proposed boundaries of said territory,
pursuant to Section 35002 of the Government Code of the State of Cali-
fornia; and
WHEREAS, the City Council did on September 11, 1962, at a
regular meeting thereof duly adopt a resolution giving notice of the
proposed annexation, which resolution specifically described the boundaries
of the territory so proposed to be annexed to the City of West Covina,
and designated the same as "Northerly Annexation District No. 176"; and
WHEREAS, said resolution was duly published in accordance
with law, which said resolution contained a notice of the day, hour and
place when and where the City Council would hear protests made by any
person owning real property within the territory proposed to be annexed,
and said publications were complete twenty days prior to the date of such
. hearing; and
WHEREAS., the City.Clerk did, not less than twenty days before
the public hearing on the proposed annexation, cause a written notice,
in accordance with the provisions of the Government Code, of said pro-
posed annexation to be mailed to each person to whom land within the
territory proposed to be annexed is assessed on the last preceding
equalized County Assessment Roll available on the date the proceedings
were initiated, at the address shown on said assessment roll; and
WHEREAS, the City Council of the City of West Covina set such
hearing for a date not less than forty days nor more than sixty days from
the date of the adoption of such resolution, to -wit: for 8:00 o'clock
P. M. on October 22, 1962, before said City Council at the City Hall,
West Covina; and
WHEREAS, at the time set aforesaid, to -wit: October 22, 1962s
at 8:00 o'clock P.M. of said day, said matter duly came before said City
Council at a regular meetin thereof for hearing, said hearing was duly
continued to October 2% 1992, at 8:00 o'clock P.M. at which time said
hearing was duly held, and a majority protest not having been presented
against said proposed annexation in accordance with Section 35313 of the
Government Code, and the Council having so found and declared by resolu-
tion adopted October 294 1962; and
.WHEREAS, the property and territory hereinafter specifically
described is contiguous to the corporate limits of -the City of West
Covina and is uninhabited within the meaning of Section 35303 of said
Government Code;
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows:

SECTION 1. That the annexation to the City of West Covina
of the territory hereinafter described, the boundary description of which
was submitted to and duly approved by the Boundary Commission of Los
Angeles County as to definiteness and certainty, and which territory was
designated in the Resolution and notice of said City Council as "Northerly
Annexation District No. 176", be and the same is hereby ordained to be
annexed to, incorporated in, and made a part of the City of West Covina,
to -wit:
• Beginning at the intersection of the center line of Irwindale
Avenue, 40 feet wide, as shown on map of Tract'No. 18224,
in the City of West Covina, County of Los Angeles, State
of California, recorded in Book 510, at Pages 27 and 28 of
Maps, on file in the office of the County Recorder of said
County, with the Northerly boundary line of the City of
West Covina, as it existed on August 13, 1962; thence North
410 13, 45" East, along said center line and the Northerly
prolongation thereof, to the beginning of a tangent curve
concave to the West and having a radius of 1200 feet, as
set forth in Parcel "C" of deed to the County of Los Angeles,
recorded in Book 49558 at Page 245 ,of Official Records of
said County; thence Northerly along said curve, to a point
of intersection with the Easterly prolongation of the most
Northerly line of the land conveyed to the Citrus Valley
Jewish Center, as shown by deed recorded in Book 47833, at
Page 419 of Official Records of said County; thence Westerly
along said Easterly prolongation and Northerly line and the
Westerly prolongation thereof, to a point in the Easterly
line of Tract No. 16567, in the County of Los Angeles, State
of California, as shown by map recorded in Book 380, at
Pages 25 and 26 of Maps, on file in the office of the
County Recorder of said County; thence Southerly along
said Easterly line to the Southeasterly corner of said
Tract No. 16567; thence Southerly in a direct line to
the Northwesterly corner of the land conveyed to the County
of Los Angeles, as shown by Road Deed recorded in Book D881,
at Page 410 of Official Records of said County, said North-
westerly corner being also an angle point in the Northerly
boundary line of the City of West Covina, as it existed on
August 13, 1962; thence Southerly and Easterly along said
boundary line in all its various courses to the point of
beginning.
Said territory shall be designated as "Northerly Annexation District No.
176 ".
SECTION 2. The City Clerk shall certify to the adoption of
this ordinance, and prior to the expiration of fifteen days from the
passage thereof, shall cause the same to be published once in the West
Covina Tribune, a newspaper of general circulation published and circu-
lated in the City of West Covina, and thirty days from and after the final
passage thereof shall file a certified copy thereof with the Secretary of
State of the State of California, and after such certified copy has been
so filed, and a certificate of the Secretary of State certifying to its
filing has been received by the City of West Covina, the City Clerk shall
file a copy of the map of said territory with the following: The County
Surveyor of Los Angeles County; the County Recorder of Los Angeles County;
the Board of Supervisors of the County of Los Angeles, the County Assessor
. of said County; the County Engineer of said County; the Board of Equali-
zation of the State of California, and the Census Bureau of the United
States Government.
Passed and approved this 13th day of November 1962.
