AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA ADDING CERTAIN PROVISIONS TO THE
WEST COVINA MUNICIPAL CODE RELATING TO PARKING
ON VINCENT AVENUE AND DECLARING THE EMERGENCY
THEREOF
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. The West Covina Municipal Code is hereby
amended by the addition thereto of a new Section 3137.4 reading
as follows:
113137.4 SAME. PARKING PROHIBITED DURING CERTAIN HOURS,
When authorized signs are in place giving notice thereof, no
person shall stop, stand or park any vehicle on any of the
following described streets or portions of streets between
the hours of 7:00 o'clock A. M., and 4:00 o'clock P Me of
any day except Saturdays, Sundays and Holidays, to -wit:
Vincent Avenue from Garvey Avenue to Rowland Avenue."
SECTION 2. This Ordinance is hereby declared to be
necessary for the immediate preservation of the public peace,
health and safety and shall take effect immediately upon its
passage. The facts constituting its urgency are as follows: it
is necessary that school children walk in the gutters along said
• portion of Vincent Avenue on their way to and from school, there
being no sidewalks along said portion of said street, and the
parking of vehicles therein constitutes an imminent hazard and
endangers the safety of said school children.
SECTION 3. The City Clerk shall certify to the passage
of this Ordinance and shall cause the same to be published as
required by law.
