AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA ADDING TO THE ZONING CHAPTER OF THE
WEST COVINA MUNICIPAL CODE CERTAIN PROVISIONS
CREATING AN INDUSTRIAL PARK ZONE.
'The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Chapter 2,of Article IX of the West Covina
Municipal Code is hereby amended by the addition thereto of a new
Part 14A reading as follows:
"PART 14A - I-P ZONE
9214A. PLANNED INDUSTRIAL PARK ZONE (I-P ZONE). PER-
MITTED USES.
In an 1I-Pt Zone no building shall be erected, recon-
structed or altered, nor shall any building or land be used
for any purpose except as hereinafter specifically provided and
allowed by this Part, subject to the provisions of Part 19 of
this Chapter governing off-street parking requirements. In
the Industrial -Park zone only the following uses are permitted:
(a) Light manufacturing, assemblage, fabrication,
processing, wholesaling and warehousing,
research and development industries which do not
produce any odor, dust, noise, glare, vibration,
air pollution or any other factor which would be
detrimental or injurious to any neighboring
• property or the occupants thereof.
(b) Commercial uses customarily incidental and directly
related to any of the uses set forth in subsection
(a) above, except that retail sales to the public
shall be excluded.
(c) Administrative, research, professional or sales
offices related to a permitted use as set forth in
subsection (a) above.
9214A.1. SAME. LIMITATIONS ON PERMITTED USES IN INDUSTRIAL -
PARK ZONE.
Every use permitted in an Industrial -Park zone shall be
subject to the following conditions and limitations:
(a) All uses shall be conducted wholly within a building
and outdoor storage of materials or supplies is
prohibited except incidental permitted advertising
signs, off-street parking, and other exemptions as
hereinafter in this Part specifically set forth.
(b) Advertising signs meant to be seen from the outside
shall be limited to the following:
1 Any exterior sign displayed shall be placed
( ) parallel with the principle street and shall
only consist of the name of the business or the
use conducted within the building.
(2) Detached signs shall not be allowed except as
approved by precise plan of design.

(3) The number of signs permitted shall be limited
to one per building frontage. The total area
of sign displayed shall be no larger than the
ratio of 2 sq. ft. per each foot of building
frontage, provided the total area shall not
exceed 200 sq. ft. per building frontage.
(4) Signs attached to the building shall not extend
above the top of the wall to which attached.
(5) Roof signs shall not be permitted.
(6) No permitted sign shall be constructed or main-
tained to flash, rotate or in any way simulate
motion.
(7) No sign shall be so constructed as to constitute
a nuisance or in any way be detrimental to
residential uses which front, back, or side
on the Industrial Park site.
(c) All buildings shall comply with the requirements for
Type III buildings as set forth in the Building Code
of the City, or better, except that corregated metal
shall not be used for any exterior construction.
(d) All utilities on the site shall be installed under-
ground except as otherwise approved by precise plan
of design.
9214A.2. SAME. HEIGHT.
No structure in the Industrial -Park zone shall exceed a
height of two stories or 351 whichever is the lesser, except
that within 1001 of any property zoned R-A or R-1, no structure
shall exceed a height of one story or 181 whichever is the lesser.
9214A.3. SAME. YARDS.
Every lot and every parcel in the I-P Zone shall have a
front yard of not less than 301, a side yard of not less than
301, and a rear yard of not less than 30t. Yards must be land-
scaped and maintained. Parking may be permitted in required
yards when approved by Precise Plan of Design.
9214A.4. SAME. SITE AREA AND DIMENSIONS.
The minimum required area of a'lot. or parcel in the
Industrial -Park zone shall be no less than one acre, with
minimum lot depth of 2001, and minimum lot width of 1501.
9214A.5. SAME. LOADING DOCKS.
Loading docks shall be screened from view from adjacent
streets or any adjacent residential zone.
9214A.6. SAME. FENCES AND WALLS.
Where an Industrial Park zone abuts any residential zone
a solid masonry or concrete wall shall be provided along the
common property line six feet in height except where otherwise
limited in height.

9214A.7. SAME. STORAGE.
Finished products may be stored in side or rear.yards
when completely screened by a solid wall..
9214A.8. SAME. REFUSE
Refuse or waste materials may be stored in side or rear
yards when completely screened by a solid wall.
9214A.9. SAME'. LANDSCAPING.
Landscaping, including approved trees, shrubs and ground
covering, shall be installed and maintained between buildings
and property lines except where area is used for off-street
parking,'loading or permitted storage. A minimum of two per-
cent of all areas set aside for off-street parking shall be
devoted to internal spot landscaping. The first 121 of any lot
adjacent to any public street shall be landscaped and no off-
street parking or storage shall be permitted therein."
SECTION 2. That portion of Section 9219.14 of the West
Covina Municipal Code pertaining to "Manufacturing Uses, Storage,
Warehouses and Laboratories" is hereby amended to read as follows:
"9219.14. OFF-STREET PARKING SPACES REQUIRED.
This Section should be amended to include the following:
USE
Manufacturing Uses, Storage,
Warehouses and Laboratories -
-
PARKING SPACES REQUIRED
1 per 2 employees or 1 per
500 sq. ft. of gross floor
area whichever is greater,
except in the I-P Zone in
which case the requirements
shall be 1 per 1W employees,
or 1 per 275 sq.-ft. of
gross floor area whichever
is greater."
SECTION 3. The City Clerk shall certify to the adoption
of this ordinance and shall cause the same to be published as required
by law.
