AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN PROVISIONS OF THE
WEST COVINA MUNICIPAL CODE RELATING TO THE
COLLECTION OF GARBAGE AND RUBBISH AND THE FEES
THEREFOR.
The City Council of the City of West Covina does ordain as
Ofollows:
SECTION 1. Section 5314 of the West Covina Municipal Code
is hereby amended to read as follows:
"5314. GARBAGE COLLECTION FEES.
Every person from whom garbage is collected and removed,
as provided in this Chapter, shall pay a fee to the City or
collector, as the case may be, for such collection and removal
thereof, said fee to be such amount as is established either by
resolution of.the City Council or by contract with the collector."
SECTION 2. Section 5315 of the West Covina Municipal Code
is hereby amended to read as follows:
"5315. PAYMENT OF GARBAGE COLLECTING BILL..
.Every person having garbage collected in the City, as pro-
vided herein, shall be billed periodically in advance, either
monthly or quarterly, for the charges incurred for the collection
of garbage. Should such person fail, refuse, or neglect to pay
such bill within fifteen days after the same is rendered, the
collector of garbage may refuse to collect garbage from the
premises of such person until said bill is paid."
SECTION 3. Section 5321 of the West Covina Municipal Code
is hereby amended to read as follows:
115321. RUBBISH COLLECTOR.
The City proposes to provide the service of collecting
rubbish within the City either through its own employees or through
a person under contract with the City. So long as the City pro-
vides such service either through its own employees or by contract,
no person shall engage in the business of collecting rubbish
within the City unless such person has a valid contract with the
City so to do. However, no such contract shall be required of
any landscape architect, tree surgeon, gard%er, or building con-
tractor licensed by the City for such business solely for the
removal of debris resulting from the operations of any such busi-
ness; nor of any person licensed by the City performing work..as
an independent contractor for the abatement of weeds, the clearing
of land, or the regular and continual maintenance of premises in
the City."
SECTION 4. Section 5324 of the West Covina Municipal Code is
hereby amended to read as follows:
115324. RUBBISH COLLECTION FEE.
• The City shall fix the price to be charged by the collector
and to be paid by the recipient of such collection service for all
collection of rubbish within the City, which prices may be estab-
lished either by resolution of the City Council or by contract
with the collector. Every person from whom rubbish is collected

pursuant to this part, shall pay therefor the prices established
by said resolution or contract,.as the case may be."
SECTION 5. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.

hereby certify that the above Ordinance No. 696 was regularly
introduced and placed upon its first reading at a regular meeting of
the City Council on the 27th day of February , 1961. That,
thereafter, said ordinance was duly adopted and passed at a regular
meeting of the City Council on the 13th day of March 1961,
by the following vote, to -wit:
