Ordinance - 681ORDINANCE NO. 681 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING CERTAIN OF THE ZONING PROVISIONS. OF THE WEST COVINA MUNICIPAL CODE RELATING TO PARKING REQUIREMENTS. The City Council of the City of West Covina does ordain as •follows: SECTION 1. The City Council does hereby find, determine and declare that the following amendments were duly initiated, that notice of hearing thereon was duly given and published, that public hearings thereon were duly held by the Planning Commission and City Council, and that the public convenience and necessity and the general welfare require that the following changes and amendments be made. SECTION 2. -Sections 9207.10, 9208.10, 9210.7 and 9219.14- are hereby amended to read respectively as follows: "9207.10. SAME. OFF-STREET PARKING. The provisions of Part 19 of this Chapter, providing for and regulating off-street parking, shall apply to Zone R-3a. 9208.10. SAME. OFF-STREET PARKING. The provisions of Part 19 of this Chapter, providing for and regulating off-street parking, shall apply to Zone R-3b. 9210.7. SAME. OFF-STREET PARKING. The off-street parking spaces required shall be not less than those set forth in Part 19 of this Chapter. 9219.14. SAME. PARKING SPACES REQUIRED. The number of off-street parking spaces required shall be no less than as set forth in the following: USE PARKING SPACE REQUIRED Single Family 1 per dwelling unit Two Family 1 per dwelling unit Multiple Family: In Zone R-3.or R-P l.per dwelling unit In Zone R-3a 1-1/4 per dwelling unit (a) One off-street parking space, enclosed on three sides and roof, shall be provided for each dwelling unit and located within three hundred feet thereof. (b) In addition to the above requirement one off-street parking space for each four units or fraction thereof shall be provided, which need not be enclosed, and shall be located within five hundred feet thereof. In Zone R-3b 1-3/4 per dwelling unit (a) One and one -quarter off-street parking space enclosed on three sides and roof, shall be provided for each dwelling unit • and located within three hundred feet thereof. Any fractional parking space required shall be increased to a full parking space. (b) In addition to the above requirement, one off-street parking space for each two dwellings or fraction thereof shall be provided, which need not be enclosed, and shall be located within five hundred feet thereof. Offices - except as provided herein Retail Stores, Shops Manufacturing Uses, Storage, Warehouses, & Laboratories Auto & Machinery Sales 1 per 300 sq. ft. of gross floor area 1 per 150 sq. ft. of gross floor area 1 per 2 employees or 1 per 500 sq. ft. whichever is greater 1 per 300 sq. ft. of gross floor area Bowling Alleys 5 per alley Churches, Mortuaries, 1 per 4 permanent seats, and/or Theaters, Auditoriums, l per 40 sq. ft. of assembly Dance Halls and other area not occupied by permanent Places of Public Assembly seats Dental & Medical l per 150 sq. ft. of gross Offices floor area Hospitals 1 per bed Hotels, Clubs, Fraternal 1 per two units organizations, etc. Motels 1 per unit Nursery Sales 1 per 150 sq. ft. of gross floor area, plus 1 per 500 sq. ft. of exterior displays On -Sale Liquor & 1 per 3 seats Restaurants Sanitariums, Asylums, 1 per 3 beds Orphanages, Rest Homes, etc. Schools: Elementary 1 per employee Junior High 1 per employee plus 1 per 100 students High School 1 per employee plus 1 per 10 students Colleges 1 per 2 employees plus 1 per 2 students." SECTION 3.
