ORDINANCE NO. 671
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING AND CORRECTING CERTAIN
PROVISIONS OF THE WEST COVINA MUNICIPAL CODE
RELATING TO ZONING.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. It is hereby found, determined and declared that
the following amendments are made to correct typographical errors or
omissions in the compilation of the West Covina Municipal Code and do
not change the previously existing law.
SECTION 2. Subsection (d) of Section 9205 of the West
Covina Municipal Code is hereby amended to read as follows:
"(d) A three-family or a four -family dwelling when the
side line of the lot upon which it is located in the R=2 Zone
forms a common boundary with a lot or lots zoned other than R-A,
R-1 or R-2, but in no case shall the property used for such
three or four -family dwelling consist of more than one lot or
parcel or be more than ninety feet in width, whichever is the
least."
SECTION 3. Subsection (f) of Section 9205 of the West
Covina Municipal Code is hereby repealed.
SECTION 4. Subsection (b) of Section 9207.10 of the West
Covina Municipal Code is hereby amended to read as follows:
"(b) In addition to the above requirement one off-street
parking space with minimum dimensions of nine feet in width and
twenty feet in depth per each four units or fraction thereof,
which need not be enclosed, shall be provided and located within
five hundred feet thereof."
SECTION 5. Subsection (b) of Section 9208.10 of the West
Covina Municipal Code is hereby amended to read as follows:
"(b) In addition to the above requirements, one parking
space with minimum dimensions of nine feet in width and twenty
feet in depth, which need not be enclosed, shall be provided
for each two dwelling units and located within five hundred feet
thereof."
SECTION 6. Subsection (c) 1 of Section 9212.1 of the West
Covina Municipal Code is hereby amended to read as follows:
"1. Any exterior signs displayed shall be attached to the
building and shall pertain only to uses conducted within the
building. Where C-2 properties are used for conforming filling
station uses, standard type pole or banjo signs not exceeding
twenty-five square feet of surface area per face may be per-
mitted in approved locations.
On property used for conforming filling station uses,
additional signs complying with the following maximum specifi-
cations shall be permitted:
A. Two standard type "A" boards or similar ground signs,
twelve square feet per face, maximum height eight feet
above ground level, framework and supports construction of
noncombustible material and located not less than fifteen
feet from any street, intersection, or driveway opening, and
location subject to the approval of the Building Inspector.

B. Use of two areas equivalent to twenty-five square feet
each per face on banjo signs or flood lightpoles provided
that subject area shall be not less than twelve feet above
ground level and provided that all signs located therein
shall otherwise conform to the provisions of this Chapter."
SECTION 7. Section 9219.6 of the West Covina Municipal Code
hereby amended to read as follows:
"9219.6. TRANSLATING POTENTIAL CLASSIFICATIONS TO
PERMISSIBLE USE.
Types of land use indicated by circumscribed symbols,
within areas identified on the Zoning Map by heavy dash line,
may be activated and made permissible only by formal appli-
cation for change of zone. As a condition to such change of
zone, the approval of a precise plan of the area may be
required."
SECTION 8. Subsection (a) of Section 9219.15 of the West
Covina Municipal Code is hereby amended to read as follows:
"(a) SIZE AND ACCESS: Each off-street parking space shall
have an area of not less than one hundred eighty square feet
exclusive of drives and aisles and a width of not .less than nine'
feet; but no off-street parking space established prior to April
1, 1960, shall be considered non -conforming as to area if it
consists of not less than one hundred seventy square feet
exclusive of drives and aisles, or non -conforming as to width
if it is not less than 8-1/2 feet wide.
When the required parking space for a one or two-family
structure is not to be provided in a covered garage, such space
shall be not less than two hundred square feet and shall be so
located and/or constructed that it may later be covered by a
garage structure in accordance with the provisions of this Chapter."
SECTION 9. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 9222.14 reading as follows:
"9222.14. SAID. SIGNS PERMITTED.
Whenever any use is permitted by variance or unclassified
or conditional use permit, whether heretofore or hereafter granted,
unless otherwise expressly provided therein to the contrary, such
use shall include the right`to erect and maintain such signs per-
taining thereto as would be permitted in the most restrictive zone
in which such use is permitted without variance or unclassified or
conditional use permit, and if such use is not so permitted in any
zone, then such signs shall conform to the provisions relating to
signs in the C-1 zone."
SECTION 10. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.

City Council on the 8th day of August , 1960, by the following
vote, to -wit:
