ORDINANCE N0. 666
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, ADOPTING THE WEST COVINA
MUNICIPAL CODE AND REPEALING ALL ORDINANCES WHICH
ARE OBSOLETE OR HAVE BEEN CODIFIED IN SAID CODE OR
ARE IN CONFLICT WITH SAID CODE.
The City Council of the City of West Covina does ordain as
SECTION 1. That certain code entitled "West Covina Municipal
Code", being a compilation and codification of all of the regulatory and
penal and certain of the administrative ordinances of the City of West
Covina, compiled in book form, three full printed copies of which, all
certified to be true copies by the City Clerk, were filed in the office
of the City Clerk on the 27th day of June, 1960, and*are now there on
file for public inspection pursuant to Section 50022.6 of the Government
Code of the State of California, and which as so on file are hereby
referred to and by this reference expressly incorporated herein and made
a part of this ordinance as fully and for all intents and purposes as
though set forth herein at length, shall be, and the same hereby is
adopted by reference and established as the West Covina Municipal Code
pursuant to the provisions of Sections 50022.1 to 50022.9, inclusive, of
the Government Code of the State of California.
SECTION 2. No person shall violate any provision, or fail
to comply with any of the requirements of said West Covina Municipal
Code. Any person violating any of the provisions or failing to comply
with any of the mandatory requirements of said Code, shall be guilty of
a misdemeanor. Any person convicted of a misdemeanor under the pro-
visions of said Code, shall be punishable by a fine of not more than Five
Hundred Dollars, or by imprisonment in the City or County Jail for a
period not exceeding six months, or by both such a fine and imprisonment.
Each such person shall be guilty of a separate offense for each and every
day during any portion of which any violation of any provision of said
Code is committed, continued, or permitted by such person and shall be
punishable accordingly.
In addition to the penalties hereinabove provided, any con-
dition caused or permitted to exist in violation of any of the provisions
of said Code shall be deemed a public nuisance and may be, by this'City,
summarily abated as such, and each day such condition continues shall
be regarded as a new and separate offense.
SECTION 3. The following numbered ordinances of the City
of West Covina, which are obsolete, or which have been codified in said
code, or which are in conflict with the provisions of said code, are
hereby repealed, to -wit:

SECTION 4. The City Clerk shall certify to the passage and
adoption of this ordinance; shall make a minute of the passage and
adoption thereof in the records of the proceeding of the City Council
of said City in the minutes of the meeting at which the same is passed
and adopted; and shall cause the same to be published as required by law.

NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL OF THE CITY OF WEST
COVINA UPON A PROPOSED ORDINANCE ADOPTING BY REFERENCE THE WEST COVINA
MUNICIPAL CODE
PUBLIC NOTICE IS HEREBY GIVEN that at a regular meeting of
the City Council of the City of West Covina held on the 27th day of
. June, 1960, there was introduced an ordinance entitled "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING
THE WEST COVINA MUNICIPAL CODE AND REPEALING ALL ORDINANCES WHICH ARE
OBSOLETE OR HAVE BEEN CODIFIED IN SAID CODE OR ARE IN CONFLICT WITH
SAID CODE" which ordinance adopts by reference the West Covina Munici-
pal Code consisting of a compilation and codification of all of the
regulatory and penal and certain of the administrative ordinances of
the City of West Covina, compiled in book form and on file in the
office of the City Clerk.
PUBLIC NOTICE IS FURTHER GIVEN that the said City Council of
the City of West Covina at said meeting, after first reading the title
of said ordinance, the title of said primary code to be adopted thereby
and the titles of all secondary codes referred to therein, did duly
and regularly schedule a public hearing thereon to be held in the
Council Chamber in the City Hall of said City located at 1444 West
Garvey Avenue, West Covina, California, on Monday, July 25, 1960, at
the hour of 8:00 o'clock P.M. Notice of said time and place of said
public hearing is hereby given.
Three copies of the said "West Covina Municipal Code", and
three copies of each of said secondary codes' are on file with the

City Clerk of said City at his office in the City Hall and are open
to public inspection.
The following is a description which the City Council deems
sufficient to give notice to interested persons of the purpose of said
ordinance and the subject matter thereof, to -wit: It is the purpose
of said ordinance and the said West Covina Municipal Code to compile
• and codify all of the existing regulatory and penal and certain of the
administrative ordinances of the City of West Covina in a single volume,
arranged according to subject matter and capable of being maintained
constantly up to date.

Reference is hereby made to all of the instruments, codes
and documents hereinabove referred to and all of which are on file in
the office of the City Clerk for all further particulars with reference
to their respective contents and subject matter.
Any person interested in the subjects or matters above set
forth or in any subject or matter related thereto may appear before
the City Council at said public hearing at the time and place above
designated and be heard.
This notice is given by order of the City Council of the City
of West Covina.
