AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA CALLING A„SPECIAL ELECTION TO -BE .
HELD ON THE NINTH DAY OF AUGUST, 1960, PERTAINING
TO.THE ANNEXATION OF "WEST COVINA EASTERLY.

WHEREAS, by Resolution No. 1811, the City Council of the
City of West Covina declared its intention to call a special
election to be held in certain inhabited territory contiguous to
said city proposed to be annexed to the city, for the purpose of
submitting to the qualified electors residing in said territory
the.question whether or not the territory shall be annexed to the
city; and
WHEREAS, a copy of said resolution was published as required
by law; and
WHEREAS, at a time not later than the hour set by said reso-
lution for hearing objections to the proposed election, protests
were not made by the owners or by -public and private owners equal
to one-half of the value of the territory proposed to be annexed;
And
WHEREAS, all proceedings have been had in accordance with
said resolution and the Annexation Act of 1913, reference thereto
hereby being made for further particulars;
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows:
SECTION 1. A special election is hereby called to be held
on the 9th day of August, 1960, in the territory hereinafter
described and proposed to be annexed to the City of nest Covina,
for the purpose of submitting to the qualified electors residing
in said territory the question whether or not such territory shall
be annexed to, incorporated in, and made a part of said City of
West Covina.
Said territory is described as follows:
Beginning at the intersection of the easterly boundary line
of the City of West Covina as same existed on March 10, 1960,
in said County,, with the southerly boundary line of said City
as same existed on said date, said point being also the in-
tersection of the southerly line of Annexation No. 102, adopted
by Ordinance No. 196 of said City with the easterly line of
Easterly Addition No. 2 of said City, adopted by Ordinance
No. 69 of said City; thence easterly along said southerly
boundary line to the first angle point therein; thence
southerly in a direct line to the most westerly southwesterly
corner of the land conveyed to the State of California by deed
recorded in Book 45650 page 206 of Official Records, in the
office of the County Recorder of said County; thence along
the southwesterly and westerly lines of said land and the
southerly prolongation thereof, South 69' 02' 5811 East 163.69
feet, South 4V` 531 44" East 197.54 feet, South 14' 471 54"
East 56.00 feet to the.centerline of Holt Avenue as shown on
map of Tract No. 10330, in said County, recorded in Boo4 161,
pages 22 to 31 inclusive of Maps, in the office of said County
Recorder; thence along said centerline North 750 27' 2011
East 292.16 feet to the northwesterly prolongation of that
certain course in the southwesterly line of the land con-
veyed to the State of California by deed recorded in Book
51390 page 150 of said Official Records described in said
last mentioned deed as having a bearing of North 56' 43'

sid prolongation and certain course to the southeasterly
terminus thereof; thence continuing.along said last men-
tioned southwesterly line South 61' 22' 07" East 28.63

East 78.91 feet to the northwesterly terminus of that cer-
tain course in the southwesterly line of the land conveyed

West; thence along said last mentioned southwesterly line
and the southwesterly lines of the lands conveyed to the
State of California by deeds recorded in Book 45797 page
432 and Book 46733 page 322 of said Official Records

of said Official Records, said last mentioned line being a
curve concave northeasterly having a radius of 1617 feet
through a central angle of 19* 12' 27", a distance of 542.67
feet to the northeasterly line of said Tract No. 10330;

to the northeasterly line of Lorencita Drive 50 feet wide as
established by vacation proceedings by order of the Board of
Supervisors of said County, a certified copy of which is re-

Said territory shall be known as t4West Covina Easterly Annexation

SECTION 2. The polls at said election shall be opened at
7: 00 o' c _oc k . A. M. of the day herein fixed for the holding of said
election and shall be kgtt open until 7:00 o'clock P. M. of the
same day, when the polls shall be closed.
SECTION 3. Upon the ballots to be used at said election

Opposite these words there shall be printed the words "Tes"
and "No", and to the right of each of these last two words there _
shall be a voting square. If an elector shall stamp a cross J+) in
the voting square after the.printed word "Yes" the vote of such
elector shall be counted in favor of the annexation of said territory
to the City of West Covina; and if an elector shall stamp a cross (-{�
in the voting square after the printed word "No" the vote of such _
elector shall be counted against such annexation.

SECTION 4.

(a) For the purpose of said election there hereby is
established in the territory described herein one (1) voting
precinct, which shall include all of said territory._ The follow-
ing is the polling place of said election precinct and.the follow-
ing named persons hereby are named officers of election and shall
constitute the board of election for such election precinct:
Polling Place: 19710 E. Holt Avenue
Los Angeles County, California
Inspector: Mrs. Mary A. Hammer 19710 E. Holt Avenue
Judge. Mrs. Evelyn H. Morris 19627 E. Holt Avenue
Judge: Mrs. Dorothy Steiner 19700 E. Holt Avenue
(b) For their services in connection with said election,
said inspector shall receive $18.00 and said judge and clerk $15.00
each; and the person in possession of the polling place named
herein shall receive for the use of such premises in connection
with said election the sum of $15.00.
SECTION 5. The City Clerk shall publish a notice of said
special election as required by the Annexation Act of 1913, at
least once a week for the four (4) weeks prior to the date of the
election on August 9, 1960, in the Pomona Progress Bulletin, a
newspaper of general circulation printed and published outside of
the City of West Covina but in the County of Los Angeles, California.
SECTION 60 This ordinance relating to an election shall
take effect.immediately.
• SECTION 7. The City Clerk shall certify to the adoption
of this ordinance and cause the same to be published once in the
West Covina Tribune.
