Ordinance - 633ORDINANCE NO. 633 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING PROVISIONS OR ORDINANCE NO. 103 RELATING TO THE ERECTION OF TRAFFIC CONTROL DEVICES AND DECLARING THE.SAME TO BE URGENTLY _ NEEDED FOR THE PUBLIC PEACE* HEALTH AND SAFETY. The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 1 of Article III of Ordinance No. 103, passed and approved the 12th day of July, 1944,.is hereby amended to read as follows: "Section 1. THE TRAFFIC AUTHORITY TO ERECT TRAFFIC CON- TROL DEVICES. The Traffic.Authority shall have the exclusive power and duty to place and maintain or cause to be placed or maintained official traffic control signs and devices when and as required under this ordinance to make effective the provisions of said ordinance, and may place and maintain such additional signs and traffic control devices as are necessary for the public safety or to regulate traffic under this ordinance or under State law or to guide or warn traffic." SECTION 2. This ordinance is hereby declared to be necessary for the immediate preservation of the public peace, health and safety and shall take effect immediately upon its passage. The facts consti- tuting its urgency are as follows: A public danger and threat to human life exists at certain street crossings of the Walnut Creek. Wash. It is necessary that proper signs be placed at these locations for the protection of the public safety. This ordinance is necessary in order to permit the erection and enforcement of such traffic signs. SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law. Passed and approved this 10th day of August , 1959.
