Ordinance - 631ORDINANCE NO. 631 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING ORDINANCE NO. 156 AND ORDINANCE NO. 578 RELATING TO RECEPTACLES FOR GARBAGE AND RUBBISH. The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 9 of Ordinance No. 156, passed and approved the 2nd day of June, 1948, is hereby amended to read as follow: "SECTION 9. The hours of collection of garbage shall be from 6:00 o'clock A.M. to 4:00 o'clock P.M. on days designated by the collector of garbage. Garbage cans or receptacles shall not be placed on public property for collection earlier than 5:00 o'clock P.M. of the day before the scheduled day of col- lection and all such cans and receptacles shall be removed from the property before 10:00 o'clock. P.M. on the day of collection. On streets where there is a curb, garbage cans and receptacles shall be placed on the curb and as close as possible to the outside edge of the curb. On streets without curbs, the garbage cans and receptacles shall be placed in the parkway but not in the gutter. When not placed on public property for collection, garbage cans and receptacles shall be kept in an area which is not visible from the public street and which will not be offensive to neighborin§ property so far as it is reasonably practicable to do so. SECTION 2. Section 3 of Ordinance No. 578, passed -and approved the 23rd day of June, 1958, is hereby amended to read as follows: "SECTION 3. Rubbish shall be kept, accumulated and placed for collection in sturdy containers or receptacles with tight fitting lids except that: (a) tree trimmings and tree limbs not to exceed four inches in diameter may be tied in bundles which shall not exceed three feet in length nor two feet in diameter (b) newspapers and magazines may be securely tied in bundles and"(c) florescent lamp tubes may be packaged in heavy paper which shall have marked thereon the words 'florescent lamps'. When placed for collection, no bundle, receptacle or container with contents shall have a gross weight in excess of fifty pounds. Such container, receptacle or bundle shall not be placed on public property for collection earlier than 5:00 o'clock. P.M. of the day before the scheduled day of collection and all receptacles and containers shall be removed from the property before 10:00 o'clock P.M. on the day of collection. On streets where there is a curb, such bundle, receptacle or con- tainer shall be placed on the curb and as close as possible to the outside edge of the curb. On streets without curbs, the bundle, receptacle or container shall be placed in the parkway but not in the gutter." SECTION 3. Section 4 of said Ordinance No. 578 is hereby amended to read as follows: "SECTION 4. When not placed on public property for -col- lection, receptacles or containers shall be kept in an area which • is not visible from the public street and which will not be offensive to neighboring property so far as it is reasonably practicable to do so." -1- L1, SECTION 4.
