AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA.. (APPROVING THE ANNEXATION
TO, INCORPORATING IN AND MAKING.A PART OF S1AID.CITY
OF WEST COVINA, CERTAIN UNINHABITED TERRITORY..OUTSIDE
THE SAID CITY AND CONTIGUOUS THERETO, KNOWN AS "WEST
COVINA.SOUTHERLY. ANNEXATION DISTRICT NO. 163".
t` WHEREAS, under and pursuant to and in accordance with the
provisions of the "Ininhabited Territory .Act of 1939", as amended, the
City Council of the.City of West Covina, in due course, on its own
motion, initiated proceedings for the annexation to the said City of
the uninhabited territory hereinafter described; and
WHEREAS, prior to the initiation by the City Council of
said City of the proceedings for the annexation of said territory to
the City of West Covina, the same was submitted to and reported upon
favorably by the Boundary Commission of Los Angeles County with respect
to the definiteness and certainty of the proposed boundaries of said
territory, pursuant to Section 35002 of the Government Code of the State
of California; and
WHEREAS, the City Council did at a regular meeting thereof
duly adopt a resolution initiating said proceedings and giving notice
of the proposed annexation, which resolution specifically described the
boundaries of the territory so proposed to be annexed to the City of
West Covina, and designated the same as "West Covina Southerly Annexa-
tion District No. 163"; and
WHEREAS, said resolution was duly published in accordance
with law, which said resolution contained a notice of the day, hour
and place when and where the City Council would hear protests made by
any person owning real property within the territory proposed to be
annexed, and said publications were complete twenty days prior to the
date of such hearing; and
WHEREAS, the City Clerk did, not less than twenty days before
the public hearing on the proposed annexation, cause a written notice,
in accordance with the provisions of the Government Code, of said pro-
posed annexation to be mailed to each person to whom land within the
territory proposed to be annexed is assessed on the last preceding
equalized County Assessment Roll available on the date the proceedings
were initiated, at the address shown on said assessment roll; and
WHEREAS, the City Council of the City of West Covina set
such hearing for a date not less than forty days nor more than sixty
days from the date of the adoption of such resolution, to -wit: for
8:00 o'clock. P.M. on May 11, 1959, before said City Council at the
'City Ha11-West Covina; and
WHEREAS, at the time set aforesaid, to -wit: May 11, 19591
at 8:00 o<<clock.F.M. of said day, said matter duly came before said City
Council at a regular meeting thereof for hearing, and a majority protest
not having been presented `against said proposed annexation in accordance
with Section 35313 of the Government Code, and
WHEREAS, the property and territory hereinafter specifically
described is contiguous to the corporate limits of the City of West
i Covina and is uninhabited within the meaning of Section 35303 of said
Government Code;
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows:

SECTION 1. That the annexation to the City of West Covina
of the territory hereinafter described, the boundary description of
which was submitted to and duly approved by the Boundary Commission
of Los Angeles County as to definiteness and certainty, and which terri-
tory was designated in the resolution and notice of said City Council
as `West Covina Southerly Annexation District No. 163", be and the same
is hereby approved, and that ---the following described territory be, and
the same is hereby ordained to be annexed to, incorporated in, and made
a part of the City of West Covina, to -wit:
All that property in the County of Los Angeles, State
of California, lying within the following described
boundaries:
Beginning at an angle point in the southerly boundary of
the City of West Covina as said boundary existed on
December 15, 1958, said point being the intersection of
the centerline of Vine Avenue, 60 feet wide, with the
northerly prolongation of the easterly line of the land
described in the deed to Frank K. Bennett and wife recorded
in Book 41902, page 133, Official Records of the County of
Los Angeles; thence North 880 56, 00" West on said center-
line and city boundary, 220.10 feet; thence South 10 041 00"
West,. 30.00 feet, to the southerly line of Vine Avenue and
the most westerly corner of the land of said Bennett;
thence South 240 25t 30" East on the southwesterly line
of said Bennett land, 276.96 feet to the most westerly
corner of the land described in the deed to Carl L. Mossberg
and wife, recorded in Book 44787, page 179, Official Records
of said County; thence on the southwesterly, southerly and
southeasterly lines of said Mossberg land, the following
courses and distances, South 240 251 30" East 91.21 feet,
South 590 40' 00" East, 3Y2.63 feet, South 87b 4o' 56" East,
469.53 feet, and North 530 40, 00" East, 160.26 feet, more
or less, to a point in the southwesterly line of Citrus
Street, 60 feet wide, said southwesterly line being the
existing boundary of the City of West Covina, said point
being 507.53 feet southeasterly on said southwesterly line
from the intersection of the southerly line of Vine Avenue
from the southwesterly line of Citrus Street; thence
northwesterly along the existing city boundary and follow-
ing the same in all its various courses to the point of
beginning.
Said territory shall be designated as "West Covina Southerly Annexa-
tion District No, 163".
SECTION 2. The City Clerk shall certify to the adoption
of this ordinance, and prior to the expiration of fifteen days from the
passage thereof, shall cause the same to be published once:in the West
Covina Tribune, a newspaper of general circulation published and circu-
lated in the City of West Covina, and thirty days from and after the
final passage thereof shall file a certified copy thereof with the
Secretary of State of the State of California, and after such certified
copy has been so filed and a certificate of the Secretary of State
certifying to its filing has been received by the City of West Covina,
the City Clerk shall file a copy of the map of said territory with the
following: The County Surveyor of Los Angeles County; the County
Recorder of Los Angeles County; the Board of Supervisors of the County
of Los Angeles; the County Assessor *f said County; the County Engineer
of said County; the Board of Equalization of the State of California,
and the Census Bureau of the United States Government.
