AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
'VEST COVINA REGULATING THE LANDING AND TAKING
OFF OF AIRCRAFT,
.,as follows:
The City Council of the City of West Covina does ordain

SECTION 1. No person shall land or take off any aircraft,
airplane or helicopter within the City, except at an established airport,
without the consent of the owner of the property on which the same lands
or takes off or without a written permit to do so from the Chief of the
Fire Department or in conflict with the terms or conditions of any such
applicable permit.
SECTION 2, Application for any such permit to land or
take off or both shall be made in writing to the Chief of the Fire
Department on such form as he may prescribe and shall contain such
information as the Chief of the Fire Department may require.
SECTION 3. The Chief of the Fire Department may make
such investigation of the application and all facts relating to the
same as he may deem proper and he may grant such permit if he finds
that the act or acts permitted will serve a necessary or useful pur-
pose, will not endanger life or property or create a public safety or
fire hazard, will not create a public or private nuisance, and will not
be contrary to the general public welfare. Otherwise such permit
shall be denied. Any such permit may be issued subject to terms and
conditions determined by the Chief of the Fire Department necessary
or desirable for the protection of life or property or the general
public welfare.
SECTION 4. Any applicant for any such permit, by the
acceptance or use thereof, agrees to protect the City and hold the City
of West Covina, its officers and employees, free and harmless from
any and all liability, claims and damages arising out of or alleged to
arise out of the issuance or use of such permit.
SECTION 5. Any person, firm or corporation violating any
provision of this ordinance shall be deemed guilty of a misdemeanor and
upon conviction thereof shall be punishable by a fine of not to exceed
Five Hundred Dollars or by imprisonment in the City Jail or County Jail
of the County of Los Angeles for not to exceed six months, or by both
such fine and imprisonment.
SECTION 6, The City Clerk. shall certify to the passage
of this ordinance and shall publish the same as required by law.
