ORDINANCE NO. 614
-AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA REGULATING CERTAIN ACTIVITIES IN AND
ABOUT GYMNASIUMS, MASSAGE PARLORS, TURKISH BATHS
AND SIMILAR ESTABLISHMENTS.
The City Council of the City of West Covina does ordain
40 as follows:
SECTION 1. No person registered or required to register
under the provisions of Section 290 of the Penal Code of the State of
California shall operate, manage or work in"or about, either as owner,
proprietor, operator, manager, employee, or in any other capacity,
with or without pay, or shall loiter in or about any gymnasium, human
body building or reducing studio, salon or establishment, massage parlor
or Turkish or steam bath establishment.
SECTION 2. No owner, operator or manager of any gymnasium,
human body building or reducing studio, salon or establishment, massage
parlor or Turkish or steam bath establishment shall cause or permit
any person registered or required to register under the provisions of
Section 290 of the Penal Code of the State of California to operate,
manage, work in or about or loiter in or about such gymnasium, human
body building or reducing studio, salon or establishment,massage parlor
or Turkish or steam bath establishment.
SECTION 3. No person shall administer, for hire or reward,
to any person of the opposite sex, any massage, any alcohol rub or
similar treatment, any fomentation, any bath, or any electric or mag-
netic treatment, nor shall any person cause or permit in or about his
place of business, or in connection with his business, any agent,
employee or servant or any other person under his control or super-
vision, to administer any such treatment to any person of the opposite
sex. This section shall not apply to any treatment administered in
good faith in the course of the practice of any healing art by any
.person licensed to practice any such art or profession under the provisions
of the Business . and Professions Code of California or of any other law of
this State or under the authority or direction of any such person.
SECTION 4. Any person violating any of the provisions of
this ordinance- shall be guilty of a misdemeanor and upon conviction thereof
shall be punishable by a fine of not to exceed Five Hundred Dollars or
by imprisonment in the City Jail or County Jail of the County of Los
Angeles for not to exceed six months, or by -both such fine and imprisonment.
SECTION 5. The City Clerk shall certify to the passage of
this ordinance and shall publish.the same as required by law.
