ORDINANCE NO. 613
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN PROVISIONS OF ORDINANCE
NO. 325 RELATING TO THE R-1 AND R-2 ZONES AND
CREATING THE R-3a, R-3b AND R-4 ZONES.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. The City Council does hereby find, determine
and declare that the following amendments were duly initiated, that
notice of hearing thereon was duly given and published, that public
hearings thereon were duly held by the Planning Commission and City
Council, and that the public convenience and necessity and the general
welfare require that the following changes and amendments be made.
SECTION 2. Ordinance No. 325, passed and approved the
28th day of June, 1954, is hereby amended by the addition thereto of
a new Section 232.1 reading as follows:
"Section 232.1: GROUND COVERAGE. "Ground coverage" shall
mean all portions ofa lot or parcel occupied with buildings
and structures and shall be the equivalent of the total floor
area enclosed within the outside walls of the first floor of
such buildings and structures and in the case of buildings and
structures not totally enclosed with walls, ground coverage shall
be the equivalent of the actual floor area of the first floor of
such buildings and structures."
SECTION 3. Section 300 of said Ordinance No. 325 is hereby
amended to read as follows:
"Section 300: ZONES ESTABLISHED. In order to classify,
regulate, restrict and segregate the uses of land and buildings,
to regulate and restrict the height and bulk of buildingi and
to regulate the area of yards and other open spaces about build-
ings and to regulate the density of population, the various zones
hereinafter named and set forth in this ordinance are hereby
established. Where areas are shown upon the zoning.map enclosed
within a heavy dashed line, the areas thus shown are intended to
approximate the future location for that type of land -use indi-
cated by the symbol therein enclosed within a circle. (See
Article 14). Uncircumscribed symbols within such designated
area represent present classification."
SECTION 4. Section 501 of said Ordinance No. 325 is hereby
amended to read as follows:
"Section 501: HEIGHT. In the R-1 Zone no building or
structure shall exceed two (2) stories or thirty-five (35)
feet in height, whichever is the lesser, except that within one
hundred (100) feet of the lot -or parcel -boundaries no building
or structure shall exceed one (1) story or eighteen_(18) feet,
whichever is the lesser. This exception shall not apply to
buildings or structures existing on the effective date thereof."
SECTION 5. Section 600 of said Ordinance No. 325 is hereby
amended as follows:
a. Subsection (2) thereof is amended to read:
"(2) One two-family dwelling per lot; a second one -family
dwelling will be allowed when one existed on the rear half of a
lot on February 21, 1948, the effective date of Zoning Ordinance
No. 147, provided all yard requirements are conformed to, and
provided further that the space between such one -family dwellings
on the lot and the depth of the rear yard of the rear dwelling
shall each be not less than fifteen (15) feet."
b. New subsections (3) and (5) are hereby added thereto
reading respectively as follows:.
"(3) A multiple family dwelling when there is provided
2,500 square feet of lot or parcel area for each dwelling unit
in excess of the first two above the minimum lot or parcel area
required in the area district in which the lot is located.
(5) Lodgin houses where lodging is provided for not
more than five (51 persons."
c. Subsection (6) thereof is hereby renumbered
SECTION 6. Sections 601, 6o4 and 606 of said Ordinance No.
325 are hereby amended to read respectively as follows:
"Section 601: HEIGHT. No building or structure in the
R-2 zone containing one or two dwelling units shall exceed two
(2) stories or thirty-five (35) feet, whichever is the lesser.
No building in the R-2 zone containing more than two (2)
dwelling units shall exceed one (1) story or eighteen (18) feet,
whichever is the lesser.
Section 604: REAR YARDS. Every lot or parcel in the
R-2 zone shall have a rear yard not less than twenty (20) feet
in depth.
® Section 606: GROUND COVERAGE. Maximum ground coverage
of structures, except accessory buildings, in zone R-2 shall
not exceed an a§gregate of fifty (500) percent of the total lot
or parcel area.'
SECTION 7. Said Ordinance.No. 325 is hereby amended -.by the
addition thereto of a new Article 7.1 consisting of Sections 710 to 726,
inclusive, reading respectively as follows:
"ARTICLE 7.1
R-3a - HIGH DENSITY MULTIPLE FAMILY ZONE (R-3a Zone)
Section 710: PERMITTED USES. In the R-3a zone no building
shall be erected, reconstructed or structurally altered, nor shall
any building or land be used for any purpose except as hereinafter
specifically provided and allowed by this Article, subject to the
provisions of Article 14 governing off-street parking requirements.
In the R-3a zone the following uses are permitted:
(1) Apartment houses.
(2) Multiple dwellings.
(3) Bungalow courts.
4 (4) The following signs:
(a) Name plates not exceeding two (2) square feet in
area containing the name of occupant of the premises.
(b) One sign, attached to the main building, not to
exceed twenty'(20) square feet of surface area and advertising
only the name of the building and/or development.

(c) One sign, attached to the main building, not
to exceed twelve (12) square feet of surface area pertaining
only to the sale, lease, or hire of only the particular building,
property or premises upon which displayed.
(5) Accessory buildings completely incident to the princi-
pal uses on the same premises,
Section 711:. HEIGHT. In Zone R-3a no building or structure
shall exceed the following:
(a) One (1) story or eighteen (18) feet, whichever is t
the lesser, within one -hundred (100) feet of the boundaries of
any property in Zone R-1.
(b) Two (2) stories or thirty-five (35) feet, whichever
is the lesser, within one -hundred (100) to two -hundred (200)
feet of the boundaries of any property in Zone R-1.
(c) Three (3) stories or forty-five (45) feet, whichever
is the lesser, if more than two -hundred (200) feet from the
boundaries of any property in Zone R-1.
Section 712: FRONT YARD. Every -lot or parcel in the R-3a
Zone shall have a front yard of not less than the following:
(a) Single story construction - twenty (20) feet.
(b) Two or more story construction:
(1) First story: twenty (20) feet;
(2) Additional stories: twenty-five (25) feet.
® Section 713: SIDE YARDS. In Zone R-3a every lot or parcel
shall have side yards as follows:
(a) If one (1) or more living rooms or bedrooms obtain
more than fifty (50%) percent of the required -light and venti-
lation required by the State Housing Act through openings facing
a required side yard, the distance between the side lot line
and the side wall containing such openings shall be not less
than:
1 story 2 or more story
All walls containing living room windows - 14, 18,
All walls containing bedroom windows - 7' 9'
(b). If fifty (50%) percent or less of the required window i
area of a living room or bedroom faces a side yard, the distance
between the wall containing such windows and the side lot line
shall be:
1 story 2 or more story

O(c) In no case shall the required side yard be less than
• that required in Zone R-1 in the same area district.
Section 714. DISTANCE BETWEEN BUILDINGS, In Zone R-3a,
if one or more living rooms or bedrooms obtain more than fifty
(50%) percent of the required light and ventilation through

openings facing an open area between buildings, or through
openings in the opposing walls of an outer court formed by
walls on three sides, the distance -between opposing walls shall
not be less than:
1 story 2 story
At walls containing living room windows: 28, 36,
At walls containing bedroom windows: 14, 18,
Under all other conditions, the distance between the opposing
walls of the two buildings containing windows shall be not less
than twelve (12) feet.
Section 715: REAR YARD. Every lot and parcel in Zone
R-3a shall maintain a rear yard of not less than fifteen (15)
feet. .
Section 716: LOT AREA. The minimum required area of a
lot or parcel in the R-3a zone shall be.that required for the
Area District in which a lot is located, and as provided in
Article 13.
Section 717: GROUND COVERAGE. Maximum ground coverage
of structures, except accessory buildings in Zone R-3a shall
not exceed fifty (50%) percent of the total lot or parcel area.
Section 718: DENSITY. In Zone R-3a the maximum rate of
density shall.not exceed a rate of forty (40) familes per
acre for each lot or parcel.
• Section 719: SIZE OF UNITS. In Zone R-3a all dwelling
units shall be constructed and maintained in accordance with
the following minimum room sizes:

Section 720: OFF-STREET PARKING. Notwithstanding the pro-
visions of Article 14 of this ordinance providing for and regu-
lating off-street parking, the following provisions shall apply
in Zone R-3a.
(a) (1) One off-street parking space with minimum dimen-
sions of nine (9) feet in width and twenty (20) feet in depth,
and enclosed on three (3) sides and roof, shall be provided
for each dwelling unit and located within three hundred (300)
feet thereof.
(b) In addition to the above requirement one off-street
parkin space with minimum dimensions of eight and one-half
(8-1/2 feet in width and twenty (20) feet in depth per each
four ( ) units or fraction thereof, which need not be enclosed,
shall be provided and located within five hundred (500) feet
thereof.
(c) The total number of off-street parking spaces in
Zone R-3a shall be not less than one and one -quarter (1-1/4)
spaces per dwelling unit.
(d) Parking shall not be permitted within required
front or side yard areas.
Section 721: ACCESSORY STORAGE. In addition to the storage,
area within dwellings designed for the storage of clothes,
linens and incidental household items, there shall be pro-
vided on the same premises accessory storage of not less than
one hundred and fifty (150) cubic feet per dwelling unit and
in addition thereto fift 50) cubic feet per each bedroom in
dwelling units of two (2� bedrooms or more.
Section 722: TRASH AND REFUSE -RECEPTACLES. In Zone R-3a
there shall be provided suitable tightly enclosed trash and
refuse receptacles as follows:
(a) Minimum twenty (20) cubic feet per dwelling unit
located within one.hundred (100) feet thereof.
(b) All openings in such receptacles shall have automatic
self -closing doors or lids.
(c) All such receptacles shall be regularly cleaned,
inspected and maintained in a clean, safe and sanitary condition.
Section 723: CLOTHES DRYING AREAS. In Zone R-3a there
shall be provided on the same premises:- clothes drying areas
® which shall be enclosed on all sides by a solid wall, fence,
or hedge not less than six (6) feet high.
Section 724: REQUIRED LANDSCAPING AND RECREATION AREAS. In
Zone R-3a no building permit shall be issued until there has
been approved a part of a precise plan of design, detailed plans
showing the landscaping of the site and the improvement of all

recreation areas. Such plans shall show the following minimum
elements in addition to the requirements which may be imposed
by the Planning Commission or City Council at the time of
approval.
(a) There shall be not less than one hundred (100) square
feet of improved outdoor recreation area per dwelling unit.
(b) Landscaping shall be provided and maintained to ade-
quately preserve the residential quality of the development,
retain dust and dirt and provide open areas conducive to
recreational.uses and shall be used to screen unsightly areas
or structures when practicable.
Section 725: OUTSIDE STAIRWAYS. In Zone R-3a outside
stairways -shall not be permitted within required yard areas
or within the area between the -front of the building and the
front property line. Except where inner hallways are provided,
no stairway shall serve more than four (4) units on any one
floor.
Section 726: INTERNAL DRIVEWAYS. In Zone R-3a all
vehicular driveways shall have a minimum width of twenty (20)
feet and a minimum turning radius of twenty-eight (28) feet.
There shall be an adequate clear area for maneuvering'vehicles
into and out of all parking areas. All internal driveways and
parking areas shall be surfaced in the manner specified in
Article 14 of this ordinance."
SECTION 8. Said Ordinance No. 325 is hereby amended by the
addition thereto of a new Article 7.2 consisting of Sections 730 to
746, inclusive, reading respectively as follows:
'ARTICLE 7.2
R-3b - LOW DENSITY MULTIPLE FAMILY ZONE (R-3b Zone)
Section 730: PERMITTED USES. In the R-3b Zone no building
shall be erected, reconstructed or structurally altered, nor
shall any building or land be used for any purpose except as
hereinafter specifically provided and allowed by this Article,
subject to the provisions of Article 14 governing off-street
parking requirements. In the R-3b Zone the following uses are
permitted:.
(1) Any use permitted in Zone R-3a subject, however, to
.all the requirements of this Article hereinafter set forth.
Section 731: HEIGHT. In Zone R-3b all buildings and
structures shall be subject to the same height regulations
applicable in Zone R-3a provided that in addition thereto the
Planning Commission may, upon specific application and upon
finding the intent of this ordinance may be upheld and sub-
stantial justice done, grant approval of height limits up to and
including seven (7) stories or seventy-five (75) feet, whichever
is the lesser, where such structures are not less than three
hundred (300) feet from the boundaries of any property in Zone
• R-1.
. Section 732: FRONT YARD. Every lot or parcel in Zone R-3b
shall have a front yard not less than the following:
(a) Twenty-five (25) feet where the property fronts upon
a street shown as a 'local street' on the adopted 'Master Plan
of Streets and Highways of the City of West Covina'

(b) Thirty (30) feet where the property fronts upon a
street shown as a 'Secondary Highway' on the said Master Plan.
(c) Thirty-five (35) feet where the property fronts upon
a street shown as a 'Major Highway' on said Master Plan.
d In addition to the above requirements, an additional
five 5� feet for each story over two (2).
Section 733: SIDE YARD. In Zone R-3b every lot or parcel
shall have side yards as follows:
(a) If one (1) or more Living Rooms or Bedrooms obtain
more than fifty (50%) percent of the required light and venti-
lation through openings facing a side yard, the distance between
the side lot line and the wall containing such openings shall
be not less than:
1 story 2 or more story
ALL WALLS CONTAINING LIVING ROOM WINDOWS 16' 20'
ALL WALLS CONTAINING BEDROOM WINDOWS 9' 12'
(b) If fifty (500) percent or less of the required window
area of a living room or bedroom faces a side yard, the distance
between the side lot line and the side wall containing such
windows shall be not less than:

that required in Zone R-1 in the same area district.
Section 734: DISTANCE BETWEEN BUILDINGS. In Zone R-3b, if
one or more Living Rooms or Bedrooms obtain more than fifty (50%)
percent of the required light and ventilation through openings
facing an open area between buildings, or through openings in
the opposing walls of an outer court formed by walls on three
sides, the distance between opposing walls shall be not less
than:
1 story 2 or more story

UNDER ALL OTHER CONDITIONS, THE DISTANCE BETWEEN THE OPPOSING
WALLS OF THE TWO BUILDINGS CONTAINING WINDOWS SHALL BE NOT LESS
THAN TWELVE (121) FEET.
Section 735: REAR YARD. Rear yards in Zone R-3b shall
meet the minimum requirements of Zone R-3a.
Section 736: LOT AREA. Lot areas in Zone R-3b shall meet
the minimum requirements of Zone R-3a.
Section 737: GROUND COVERAGE. Ground coverage in Zone
R-3b shall meet the minimum requirements of Zone R-3a.
Section 738: DENSITY. In Zone R-3b the maximum density
shall not exceed a rate.of twenty-five (25) families per acre
for each lot or parcel.

Section 7.39: SIZE OF UNITS. In Zone R-3b all dwelling
unit room sizes shall meet the minimum requirements of Zone
R-3a.
Section 740: OFF-STREET PARKING.
(a) One and one -quarter (1-1/4) off-street parking space
with minimum dimensions of nine (9) feet in width and twenty
(20) feet in depth, enclosed on three (3) sides and roof,
shall be provided for each dwelling unit and located within
three hundred (300) feet thereof. Any fractional parking space
required shall be increased to a full parking space.
(b) In addition to the above requirements, one (1) arking
space with minimum dimensions of eight and one-half ($-1�) feet
in width and twenty (20) feet in depth, which need not be
enclosed, shall be provided for each two dwelling units and
located within five hundred (500) feet thereof.
(c) The -total number of parking -spaces in Zone R-3b
shall be not less than one and three-quarters (1-3/4)-spaces
for each dwelling unit.
(d) Parking shall not be permitted within required front
or side yard areas.
Section 741: ACCESSORY STORAGE. In Zone R-3b accessory
storage shall be provided as required in Zone R-3a.
Section 742: TRASH AND REFUSE RECEPTACLES. In Zone R-3b
trash and refuse receptacles shall be provided as required in
Zone R-3a-.
Section 743: CLOTHES DRYING AREAS. In Zone R-3b clothes
drying areas shall be enclosed as required in Zone R-3a.
Section 744: REQUIRED LANDSCAPING AND RECREATIONAL AREAS.
In Zone R-3b landscaping and recreation areas shall be pro-
vided, improved and maintained as required in Zone R-3a
including the requirement for approval of plan prior to issuance
of Building Permits.
Section 745: OUTSIDE STAIRWAYS. In Zone R-3b outside
stairways shall meet the minimum requirements of Zone R-3a.
Section 746. INTERNAL DRIVEWAYS. In Zone R-3b internal
driveways shall meet the minimum requirements of Zone R-3a."
SECTION 9. Said Ordinance No. 325 is hereby amended by the
addition thereto of a new Article 7.3 consisting of Sections 750 to
761, inclusive, reading respectively as follows:
"ARTICLE-7.3
R-4 - BUSINESS RESIDENTIAL ZONE (R-4 Zone)
Section 750, PERMITTED USES. In the R-4 Zone no building
shall be erected, reconstructed or structurally altered, nor
shall any building or land be used for any purpose except as
hereinafter specifically -provided and allowed by this'Article,
subject to -the provisions of Article 14 governing off-street
parking requirements. In the R-4 Zone the following uses are
permitted:
(1) Boarding and Lodging Houses.

(2) Colleges.
(3) Hotels, Motels, Auto Courts.
(4) Lodge Halls.
(5) Nursery school, day care of pre-school age children
only.
(6) Private Clubs, Fraternities and Sororities.
(7) Public Buildings.
(8) Public Parking.
(9) Rest Homes.
(10) The following signs:
(a) Name plates not exceeding two (2) square feet
in area containing the name of occupant of
the premises.
(b) One sign, attached to the main building., not
to exceed twenty (20) square feet of surface
area and advertising only the name of the
building and/or development.
(c) One sign, attached to the main building, not
to exceed twelve (12) square feet of surface
area pertaining only to the sale, lease, or
hire of only the particular building, property
or premises upon which displayed.
Section 751: HEIGHT. Height limits in Zone R-4 shall
conform to the provisions of Zone R-3b.
Section 752; FRONT YARD; Front yards in Zone R-4 shall
meet the minimum requirements for Zone R-3b.
Section 753: SIDE YARDS; -Side yards in Zone R-4 shall
meet the minimum requirements of Zone R-3a.
Section 754: DISTANCE BETWEEN BUILDINGS. The distance
between buildings in Zone R-4 shall meet -the minimum requirements
of Zone R-3a.
Section 755: REAR YARDS. Rear yards in Zone R-4 shall
meet the minimum requirements of Zone R-3a.
Section 756: LOT AREA. Every lot or parcel in Zone R-4
shall contain not less than twenty thousand (20,000) square
feet. Such a lot or parcel may be formed by the consolidation
by recorded map or covenant of smaller contiguous lots.
Section 757: GROUND COVERAGE. Ground coverage in Zone
R-4 shall be subject to determination at the time of approval
of Precise Plan of Design and in accordance with the standards
prescribed therefor.
Section 758: DENSITY. Density in Zone R-4 shall be
subject to determination at the time of approval of a Precise
Plan of Design and in accordance with the standards prescribed
therefor.
Section 759: SIZE OF UNITS. In Zone R-4 all dwelling
unit room sizes shall conform to the provisions of Zone R-3a.
Section 760: INTERNAL DRIVEWAYS. In Zone R-4 all
vehicular driveways shall have a minimum width of twenty-four
(24) feet and a minimum -turning radius of thirty-five (35)
feet. There shall be an adequate clear area for maneuvering
vehicles into and out of all parking areas. All internal
driveways and parking areas shall be surfaced in the manner
specified in Article 14 of this ordinance."
SECTION 10. Article 7..1 of said Ordinance No. 325 entitled
"R-P RESIDENTIAL PROFESSIONAL ZONE" is hereby renumbered "ARTICLE 7.4"
and Sections 700.1 to 700.8, inclusive, are hereby respectively
renumbered "770 to 778", inclusive.
SECTION 11. Subsection (1) of Section 1414 of said Ordi-
nance No. 325 is hereby amended to read as follows:
"(1) Surfacing: off-street parking areas and used car
sales Areas shall be paved with two (2) inch thick asphaltic
surfacing on aggregate base or equivalent surfacing acceptable
to the City -so as to eliminate dust or mud and shall be so
graded and drained as to dispose of all surface water. In no,
case shall such drainage be allowed across sidewalks. All
surfacing shall meet the 'Minimum specifications for parking
area surfacing in the City of West -Covina' and shall be subject
to approval of the Chief Building Inspector."
SECTION 12, The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.
