AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING ORDINANCE NO. 325 RELATING
TO ZONING BY THE ADDITION THERETO OF PROVISIONS
RELATING TO CERTAIN TEMPORARY USES, AND DECLARING
THE SAME TO BE URGENTLY NEEDED FOR THE IMMEDIATE
PRESERVATION OF THE PUBLIC PEACE, HEALTH AND SAFETY.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Ordinance No. 325, passed and approved the 28th
day of June, 1954, is hereby amended by the addition thereto of a
new Section 1410.1, reading as follows:
"SECTION 1410.1: OTHER TEMPORARY USES. Temporary carni-
vals, circuses and recreational, educational, amusement and
entertainment activities may be permitted in any zone for not
to exceed seven days in any six months' period upon written
resolution of the City Council granting such permit and
setting forth any applicable conditions relating thereto and
any such permit shall be void unless such conditions are com-
plied with. Such permits shall be granted by the City Council
only after written application therefor has been filed with
the Planning Department, and the Council has found that such
proposed use, under the conditions imposed, will not have a
substantial adverse effect upon the use or enjoyment of pro-
perty in the neighborhood of, -,the proposed use or upon the public
safety, health or general welfare. No formal public hearings
need be conducted nor any notice given by either the Planning
Commission or City Council in connection with the granting of
such a permit."
SECTION 2. This ordinance is urgently needed for the imme-
diate preservation of the public peace, health and safety. The
facts constituting such urgency are that there are presently
scheduled at least three activities of the type mentioned in Section
1 hereof to be conducted within the City within the next thirty days
and that such activities, unless regulated, may endanger the public
peace, health and safety.
SECTION 3. This ordinance shall take effect immediately
upon its adoption and shall thereafter be certified and published
by the City Clerk in the manner required by law.
