AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA RELATING TO THE COLLECTION OF RUBBISH.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. As used in this ordinance, "rubbish" shall be
deemed to mean and include discarded bottles, cans, jars,"scrap metal,
paper, wood, glass, crockery, rags, garden and lawn trimmings, and other
normal refuse except garbage as defined in Ordinance No. 156.
SECTION 2. The City of West Covina proposes to provide the
service of collecting rubbish within the City either through its own
employees or through a person under contract with the City. So long as
the City provides such service either through its own employees or by
contract, no person shall engage in the business of collecting rubbish
within the City of West Covina unless such person has a valid contract
with the City so to do.
SECTION 3. Rubbish for collection shall be tied in bundles,
such as newspapers, tree trimmings and the like, or shall be placed in
boxes, barrels or other receptacles. Said bundles or receptacles shall
be so placed as to be readily accessible to the collector at such
location as the collector may designate. .Such,bundles or receptacles
shall not be placed on public property for collection earlier than
5:00 o'clock P.M. of the day before the scheduled day of collection,
and all receptacles shall be removed from public property before 10:00
o'clock P.M. of the day of collection.
SECTION 4. No bundle of refuse placed for collection or
receptacle with contents placed for collection shall have a gross weight in
excess of fifty pounds.
SECTION 5. The City of West Covina shall fix the price to be
charged by the collector and to be paid by the recipient of such col-
lection service for all collection of"rubbish within the City of -West
Covina, which prices may be established either by resolution of the
City Council or by contract with the collector.
SECTION 6. Any person, firm or corporation violating any
of the provisions of this ordinance shall be deemed guilty of a misde-
meanor and upon conviction thereof shall be punishable by a fine of
not more than Five Hundred Dollars, or by imprisonment for a period of
not more than six months, or by both such fine and imprisonment.
SECTION 7. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.
