AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING THE PROVISIONS OF THE ZONING
ORDINANCE RELATING TO THE 'ZONING OF ANNEXED TERRITORY,
DECLARING THE SAME TO BE AN URGENCY MEASURE AND
RECITING.THE FACTS CONSTITUTING THE URGENCY.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. Subsection (5) of Section 305 of Ordinance No.
325, passed and approved the 28th day of June, 1954, is hereby.amended
to read as follows:
"(5) Any property which, for any reason, is not desig-
nated on the zoning map as being classified in any of the zones
established hereby,shall be deemed to be classified as 11R-111,
Area District 111, and with fourteen thousand four hundred
(14,400)square feet minimum area requirement until the same
shall have been otherwise classified in the manner set forth
in Article 13, hereof."
SECTION 2. Said Ordinance No. 325 is hereby amended by the
addition thereto of a new Section 307,reading as follows:
"SECTION 307. Annexed or Consolidated Territory. Terri-
tory annexed to the City of West Covina or consolidated there-
with shall retain the same zoning and shall be subject to the
same restrictions existing under the zoning ordinance of the
County or other municipality to which it was subject at the time
of annexation or consolidation unless the City Council shall
otherwise provide by interim ordinance or by ordinance changing
said zoning as herein provided adopted prior to or concurrently
with the ordinance of annexation or consolidation. Where terri-
tory is annexed or consolidated subject to the zoning existing
in the County or other municipal jurisdiction prior to such
annexation or consolidation, the Planning Commission shall, as
soon as practicable, conduct proceedings to place the said
territory within zones created and established by this ordinance.
Proposed changes of zone affecting territory to be annexed to
or consolidated with the City of West Covina may be initiated
and hearings held thereon prior to the effective date of annexa-
tion or consolidation, to be effective upon annexation or con-
solidation."
SECTION 3. This ordinance is urgently required for the
immediate preservation of the public peace, health and safety and is
hereby declared to be an urgency measure and shall take effect
immediately upon its passage. A statement of the facts constituting
its urgency is as follows: That there are now pending proceedings
for the annexation to the City of West Covina of territory completely
unsuited to the R-1 'Zone; that`'Ordinance No. 3? ;. now provides that all

territory annexed to the City shall be zoned R-1 upon annexation; that
such zoning would be contrary to the beneficial use of said territory
and that it is imperative that provision for its proper zoning be made
prior to the effective date of said annexations.
SECTION 4. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as required
by law.

of the City Council on the 9th day of December , 1957, by the
