AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
14EST COVINA AMENDING CERTAIN PROVISIONS OF
ORDINANCE N0, 365 RELATING TO SEWER CONNECTION
FEES AND USE CHARGES.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Section 77 of Ordinance No. 365, approved and
passed on the 13th day of December, 1954, is hereby amended to read
as follows:
is "SECTION 77. Connection Charge. The City Engineer may
issue a permit to make such sewer connection upon payment of
the fees provided in Section 67 and, in addition thereto, all
of the following use charges to the extent that the same
are applicable:
"(a) For the use of the line abutting the lot or parcel
to.be.connected where such lot or parcel has not been assessed
for or paid its just share of the cost of said line, $2.50
per front foot of the said lot or parcel, or, in lieu.thereof,
the just share attributable to said lot or parcel under any
reimbursement agreement or contribution by the City of West
Covina relating to said line; and
"(b) For the use of any other public or trunk sewer
behefiting the lot or parcel to be connected for which such
lot or parcel has not been assessed and has not paid its
just share, a sunf equivalent to the just share attributable
to such lot or parcel under any reimbursement agreement or
contribution by the City of West Covina relating to said
public or trunk. sewer.
"If the shape of the lot or parcel is other than the
usual rectangular shape ar unusual in area and the strict
adherence to the above mentioned provisions would require
• a property owner to pay an amount not commensurate with the
benefits to be received, the provisions of this Section as
to the amount to be charged may be modified as determined by
the City Engineer to obtain an amount commensurate with the
benefits received."
SECTION 2. Section 77-A of said Ordinance No. 365 is
hereby amended to read as follows:
"SECTION 77-A. Maintenance Charge. In the event any lot
or parcel specifically described in the application required
under Section 77 is not currently being assessed for sewer
maintenance, the property owner shall pay to the City in
addition to the charges provided in Section 77, the further
sum of $2.00 for each such lot or parcel as a maintenance

charge pending the levy of a special assessment for maintenance,
under any special assessment statute of the State of California."
SECTION 3. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as required
by law.
