AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA ADOPTING A PRECISE PLAN FOR THE
DEVELOPMENT OF CERTAIN PROPERTIES IN SAID CITY,
LOCATED NORTH OF,WALNUT CREEK WASH, BETWEEN
CALIFORNIA AVENUE AND PROPOSED EXTENSION OF
VINCENT AVENUE, AND REZONING SAID PROPERTIES.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. That certain Precise Plan No. 112 (1405) for the
development of the real property hereinafter more particularly des-
cribed, heretofore approved by the Planning Commission and by the City
Council, after giving notice and conducting hearings as provided by law
and by ordinance, is hereby adopted -as an Official Precise Plan for the
area described in Section 3 hereof, subject to the following conditions:
is1) That all street improvements outlined in Section
49, Ordinance No. 225, including utilities, be
installed accordingly and meet the approval of
the City Engineer; this to include street lights,
sidewalks, sanitary sewers and storm drains and
street improvements on California Avenue, Walnut
Creek Parkway and Vincent Avenue, except asphaltic
pavement on aggregate base between concrete curbs
and gutters on Walnut Creek Parkway, and except
asphaltic pavement on aggregate base within center
24 feet of Vincent Avenue Extension. Said asphaltic
pavement on aggregate base on Walnut Creek Parkway
and Vincent Avenue to be the responsibility of the
City of West Covina.
2) That the Precise Plan conform to the proposed right
• of way of the Los Angeles County Flood Control
District.
3) That all necessary street widening of California,
Vincent Avenue and 'Walnut Creek Parkway shall be
• deeded to the City of West Covina,
4) That adequate water supply and fire protection be
provided as required by Ordinance No. 237 and
Ordinance No. 451.
5) That all excavating and gradingg work conform to
provisions of Ordinance No. 38�+.
6) That all bonds, fees and deposits for improvements
be posted before building permits are issued.
7) That the site be graded to drain to public streets
or that suitable storm drain facilities be provided,
satisfactory to the City Engineer.
8) That all existing buildings be removed or demolished;
9) That pump island set -backs be shown as not less
than 15t-O" from property line. That all driveway
openings be shown as 30t-0".
10) That the Post Office Building set -back be not less
than 30t-0" from California Avenue,
• 11) That the "Drive -In Restaurant" is deleted in the
approval of this Precise Plan and Reclassification,
with the stipulation that approval be withheld on
this area, until such a time a Plot Plan is submitted
• and approved by the Planning Commission,
12) That no use shall be made of any area than that
covered by suitable buildings and lanthg until
it is surfaced with black top and�r light pavement,
13) That all signs conform to the "Sign Ordinance" when
adopted,
SECTION 2.. The City Council does hereby find, determine
and declare that the following change of zone was duly initiated, that
notice of hearing thereon was duly given and published, that public
hearings thereon were duly held by the Planning Commission and City
Council, and that the public convenience and necessity and the general
welfare require that the following changes and amendments be made;
SECTION 3. Ordinance No, 325, passed and approved the 28th
• day of June, 1954, Ordinance No. 410, passed and approved the 8th day of
August, 1955, and the Official Zoning Map referred to therein, are hereby
amended to change from its existing zone classification to Zone C-2 that
certain real property described as follows, to wit:
• PARCEL 1.
That portion of Lot 168 of E. J. Baldwints Fourth Sub-
division in the City of West Covina, as per map re-
corded in Book 8, Page 186 of Maps, in the Office of
the County Recorder of said County, described as
follows:
Beginning at the most southerly corner of said Lot 168
(said corner being in the northwesterly line of
Glendora Avenue); thence northeasterly along the
southeasterly line of said lot 194.73 feet to an angle
in said southeasterly line; thence northeasterly still
along said southeasterly line 106.45 feet; thence
northwesterly to a point in the northwesterly line
of said lot, distant westerly to a point in the north-
westerly line of said lot, distant 300 feet northeasterly
from the most westerly corner of said lot (said corner
being in the southeasterly line of California Avenue);
thence southwesterly along said northwesterly line 300
feet to the most westerly corner of said lot; thence
southeasterly along the southwesterly line of said lot
1268.35 feet to the point of beginning.
EXCEPT that portion lying easterly of proposed Vincent
Avenue Extension and southerly of the 75 feet channel
of Walnut Creek, as described in deed recorded in
• Book 4752, Page 80, Official Records.
PARCEL -2.
• That portion of Lot 167 of El J. Baldwin's Fourth Sub-
division of a part of Rancho La Puente, in the City of
West Covina, as per map recorded in Book 8, Page 186
of Maps in the office of the County Recorder of said
County, lying northerly of the 75 foot flood control
channel of the Los Angeles County Flood Control Dis-
trict, as described in deed recroded in Book 7375,
Page 312, Official Records.
SECTION 4. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.
