• AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA ADOPTING A PRECISE PLAN FOR THE
DEVELOPMENT OF CERTAIN PROPERTIES IN SAID CITY,
AND REZONING SAID PROPERTIES.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. That certain Precise Plan No. 110 for the
development of the real property hereinafter more particularly des-
cribed, heretofore approved by the Planning Commission and by the City
Council, after giving notice and conducting hearings as provided by law
• and by ordinance, is hereby adopted as an Official Precise Plan for
the area described in Section 3 hereof, subject to the following con-
ditions:
(1) That all street improvements outlined in Section 49,
Ordinance No. 225, including utilities, be installed accordingly and
meet with the approval of the City Engineer. This to include street
lights, sidewalks and sanitary sewers.
(2) That the Precise Plan conform to the proposed right
of way of the State Division of Highways.
(3) That all necessary street widening of Thelborn Street
shall be deeded to the City of West Covina.
(4) That all buildings and signs not exceed one story in
height.
(5) That all exterior lighting be installed and maintained
in a manner eliminating any nuisance to adjacent residential property.
(6) That adequate water supply and fire protection be
provided as required by Ordinance No. 237 and Ordinance No. 451.
(7) That all excavating and grading work conform to
• provisions of Ordinance No. 384.
(8) That all bonds, fees and deposits for improvements be
posted before building permits are issued.
(9) That a six foot masonry wall be constructed along the
easterly property line if the property to the east is developed for
residential uses.
(10) That the site be graded to drain to public streets
or that suitable storm drain facilities be provided, satisfactory to
the City Engineer.

• (11) That all signs conform to "Sign Ordinance" when
adopted.
SECTION 2. The City Council does hereby find, determine
and declare that the following change of zone was duly initiated, that
notice of hearing thereon was duly given and published, that public
hearings thereon were duly held by the Planning Commission and City
Council, and that the public convenience and necessity and the general
welfare require that the following changes and amendments be made.
SECTION 3. Ordinance No. 325, passed and approved the 28th
day of June, 1954, Ordinance No. 410, passed and approved the 8th day of
• August, 1955, and the Official Zoning Map referred to therein, are hereby
amended to change from its existing zone classification to Zone R-P that
certain real property described as follows, to -wit:
The Easterly 193 feet of the Westerly 210 feet of the
Northerly 140 feet of Lot 5, Block. 20 of Phillips
Tract, as recorded in Book 9, Pages 3 and 4 of Maps
in the office of the County Recorder, County of Los
Angeles, State of California.
SECTION 4. The City Clerk. shall certify to the passage of
this ordinance and shall.publish the same as required by law.
