AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
14EST COVINA ADOPTING A PRECISE PLAN FOR THE DEVELOP-
MENT OF CERTAIN PROPERTIES IN SAID CITY, PURSUANT
TO THE PROVISIONS OF ORDINANCE NO. 147 OF THE CITY
OF WEST COVINA, AND AMENDING SAID ORDINANCE NO. 147
(B.P.O.E. Lodge No. 1996)
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. -That certain Precise Plan No. 106 (1405) for
the development of the real property hereinafter more particularly
defined and described, heretofore approved by the Planning Commission
and by the City Council, after giving notice and conducting hearings
as provided by law and by ordinance, is hereby adopted as an Official
Precise Plan under and pursuant to the provisions of Ordinance No.
147 of the City of West Covina, for the area described in Section 2
hereof, subject to the condition that the property be used for con-
forming R-P purposes and be limited to the organization represented
on the application and to the following conditions:
(1) That all street improvements outlined in Section
49, Ordinance No. 225, including utilities, be installed
accordingly and meet the approval of the City Engineer.
This to include street lights, sidewalks and sanitary sewers.
(2) That all necessary street area of Wescove Place
shall be deeded to the City of West Covina.
(3) That all buildings not exceed one story in height,
unless sufficient off-street parking is provided.
(4) That all exterior lighting be installed and main-
tained in a manner eliminating any nuisance to adjacent resi-
dential property.
(5) That adequate water supply and fire protection be
provided as required by Ordinance No. 237 and Ordinance No.
451.
(6) That all excavating and grading work conform to
provisions of Ordinance No. 384.
(7) That all bonds, fees and deposits for improvements
be posted before building permits are issued.
(8) That a 6-foot masonry wall be constructed along the
westerly property line when the adjoining property is developed
for residential uses.
(9) That adopted B1ock.Study No. 45 be revised to conform
to this plan.

(10) That the parking lot layout be revised to allow
full interior circulation and that parking stalls be a minimum
of 18' 0" in depth.
SECTION 2. That Ordinance No. 147 of the City of West
Covina, known as the Zoning Ordinance, adopted January 21, 1948, as
amended, be and the same is hereby amended by addition thereto and
as a part of the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to -wit:
That portion of Lot 162 of E. J. Baldwin's 4th Subdivision
of a part of Rancho La Puente, in the City of West Covina,
County of Los Angeles, State of California, as per ma
recorded in Book 8, page 186 of Maps, in the office of the
County Recorder of said County, described as follows:
Beginning at the intersection of the northwesterly line of
the land conveyed to David H. Robinson and Gladys Robinson,
as described in deed recorded in Book 21060, page 85 of
Official Records in the office of said County Recorder,
with a line which is parallel with and 260.00 feet north-
easterly measured at right angles, from the southwesterly
line of said Lot 162, thence along said westerly line south
420 24; 40" West 260.01 feet to the southwesterly line of
said lot, thence along said southwesterly line south 48° 07'
00" east 342.94 feet to a line which is parallel with and
245.00 feet northwesterly measured at right angles, from the
southeasterly line of said lot, thence along said last des-
cribed parallel line north 420 55' 57" east 260.04 feet to
said first described parallel line, thence along said first
described parallel line north 480 07' 00" west 345.31 feet
to the point of beginning,
be and the same is hereby excepted from the particular zone in which
such real property has otherwise been placed and designated by the
provisions of this ordinance, and all such real property and territory
is hereby reclassified and established as a part of Zone R-P, under
the provisions of said Ordinance No. 147, as amended, subject, how-
• ever, to all of the conditions hereinbe.fore enumerated.
SECTION 3. The City Clerk shall certify to the passage
of this ordinance and shall publish the same as required by law.
