AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING SECTION 1 OF ORDINANCE NO.216 CREATING
A PARK AND RECREATION COMMISSION FOR THE CITY.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That Section 1 of Ordinance No.216 of the,City
of West Covina entitled "AN ORDINANCE OF, THE CITY COUNCIL OF THE
CITY OF WEST COVINA,
PROVIDING FOR THE CREATION
OF A
RECREATION
AND PARK COMMISSION
FOR THE CITY OF 1gEST COVINA
AND
PRESCRIBING
THE DUTIES OF THE ME!BERS THEREOF", adopted December 12, 1951, be
and the same is hereby amended so as to read as follows:
'Section 1. That a Recreation and Park Commission,
consisting of seven members, is hereby established
for the City of West Covina.
The Recreation and Park Commission members shall be
appointed by the City Council as follows: + tA�
(a) One member of the Board of Trustees of the /31_W114_
West Covina School District to be recommended
by the members of said Board and appointed
by the City Council.
(b) Four members shall be citizens of the City of

West Covina recommended and appointed by the
West Covina City Council. y�
(c) Two members shall''be citizens recommended by e
the West Covina School District and the Covina �''
School District respectively and appointed by
the City Council. Provided that if either of
such two members is not recommended as afore-
said within thirty (30) days of the effective
date of this ordinance, or if either of such e
members shall resign after appointment and a
successor is not recommended to the City Council
within thirty (30) days after the date of such
resignation then such members, or either of
them, shall be appointed by the City Council
as provided in subsection (b) hereof.

At least one of the members above referred to
shall be of the female sex, with the first appointments
to be for one, two and three years respectively, and
thereafter terms of office to be for three years. One
member of the City Council shall be nominated by the
City Council to serve as an ex -off icio member of the
Commission and to act in the capacity of liaison officer
between the City Council and Commission but who will
not be considered as a regular member of the Commission
and will not be entitled or empowered to vote as a
member of the Commission.
• Vacancies in said Recreation and Park Commission
occurring otherwise than by expiration of term shall be
filled in the manner herein set forth for the unexpired
term of the Commissioner leaving the Recreation and
Park Commission.,
All appointments to the Commission shall be effective
on the date specified by the City Council at the time
such appointments are made and the City Council may by
resolution establish the termination date of any such
appointment so that the terms of all appointments will
end upon July 1st of any year hereafter.
The members of the Recreation and Park Commission
shall hold at least one meeting in each calendar month,
the date and time of each such meeting to be fixed by
the members.
In the event any member of the Commission shall absent
himself from three consecutive regular meetings of the
Commission without the approval of the Commission, such
member shall no longer continue to serve as a member of the
Commission and shall be replaced by a new member who shall
be appointed as herein provided. The approval of the
Commission relating to the absence.of a member from three
• meetings as aforesaid shall be evidenced by the duly
adopted resolution of the Commission, a certified copy
of which resolution shall be furnished promptly to the
City Council. 11
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published

once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take effect and be in force.
