ORDINANCE NO. 514
AN ORDINANCE OF THE CITY OF WEST COVINA,
CALIFORNIA, ORDERING, CALLING, PROVIDING
FOR AND GIVING NOTICE OF A SPECIAL ELEC-
TION TO BE HELD IN THE CITY OF WEST
COVINA ON THE 15th DAY OF FEBRUARY, 1957,
FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS OF SAID CITY A PROPOSI-
TION TO INCUR BONDED INDEBTEDNESS BY
SAID CITY OF A CERTAIN MUNICIPAL IMPROVE-
MENT.
WHEREAS,,the City Council of the City of West
Covina, California, did on the loth day of December, 1956,
by a vote of more than 'two-thirds of the members of said
City Council, adopt Resolution No.- 1035 entitled
"Resolution of the City Council of West Covina, California,
determining that the public interest and necessity demand
the acquisition and construction of a certain municipal
improvement, and making findings relating thereto," which
said resolution was duly signed and approved by the Mayor
of said city and attested and certified by the City Clerk
of said city;
NOW, THEREFORE, the City Council of. the City of
West Covina, California, DOES ORDAIN as follows:
Section 1. That a special election be held, and
the same is hereby called.to be held, in the City of West
Covina, California, on the 15th day of February, 1957, for
the purpose of submitting to the qualified voters of said
city a proposition of incurring indebtedness and issuing
bonds of said city therefor; in the amount hereinafter set
forth, and for the object and purpose set forth in said
resolution and hereinafter stated.
Section 2. That'the :object and purpose for which
said indebtedness is to.be'incurred and bonds issued therefor
are as follows:
The acquisition and construction by said city
• of.a certain municipal improvement, to.wit: park
and recreation facilities for -said city, including
the acquisition and improvement of land for park and
recreation sites, the improvement of existing park
and recreation sites, the construction of swimming
pool facilities at Del Norte Park and in the vicinity
of West Covina High School, and the construction of
all buildings, structures, vehicle parking facilities
and other improvements necessary for -park and recreation
purposes, together with landscaping and the acquisition.
of apparatus, equipment and other property necessary
for any of the foregoing.
Section 3. That the estimated cost of the municipal
improvement described in Section 2,hereof is the sum.of
$1,500,000 and that the amount of the principal of-the.indebted-
ness to be incurred therefor is the sum of.$1,500,000.
That the maximum rate of interest to be paid on
said indebtedness shall no.t.exceed the maximum rate permitted
by..law, to wit, six per cent (6 ) per.annum, payable annually
the. first year and semiannually thereafter, the actual rate'.
or rates of interest on said bonds -to be determined at the time
of the sale or sales thereof.
That if the proposition for the incurring of bonded
indebtedness so submitted receives the requisite number of
votes, to wit, two-thirds .of the votes of the qualified. electors

voting on said proposition, bonds of said city, in not
exceeding the principal amount stated in such proposition,
shall be issued and sold for the object and purpose set
forth in said proposition.
Section 4. That the polls for said election,
shall be opened at seven o'clock A.M. of the 'day of said
election and shall remain open continuously from said time
until seven o'clock P.M. of the same day, when said polls
shall be closed, except.as provided in Section 57..34 of the
Elections Code of .the State.of California.
That on the ballots to be used at said special
election, in addition to any other'matters required by law,
there shall be printed substantially.the following
MARK CROSS (+} ON BALLOT ONLY WITH RUBBER STAMP
NEVER WITH PEN OR PENCIL.
(ABSENTEE BALLOTS MAY BE MARKED WITH PEN AND INK
OR PENCIL.)
INSTRUCTIONS TO -VOTERS
To vote on any measure, stamp a cross (+).in the
voting square after the word "YES" or after the
word "NO".. All marks except the cross (+) are
forbidden. All distinguishing'marks or erasures
are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot,
return it to the inspector of election and obtain
another.
On absent voter ballots mark across (+).with
pen or pencil.

Section 5. _A cross (+) placed in the voting square
after the word "YES" in the manner hereinb.efore provided
shall be counted in favor of the adoption of the question or
proposition. Across (+)'placed in the voting square after
the word "NO" -in the manner hereinbefore provided shall be
counted.against the adoption of the question•or proposition.
Section 6. That.tor the purpose of holding said
election.there shall be and are hereby established ten (10)
voting -precincts designated as hereinafter set forth, each
such voting.precinct to consist of all or a portion or portions
of one or more regular election precincts lying within the
boundaries of said city as such regular precincts are now
established.in'the County of Los Angeles for•the-holding of
state and county elections. The polling places for the
respective voting precincts shall be the -places hereinafter

this ordinance, the election. called hereby shall be con-
ducted as provided by law for other municipal elections in
said city.
Section 8, That.the City Council of said city
shall meet at its usual place of meeting in the City Hall
on Tuesday., 'February 19, 1957, at 8:00.`olclock. P.M. of said
day,and proceed.to canvass the election.returns and'declare
the result o.f said election.
,`,Section 9. That the City Clerk shall certify
to the passage and adoption of -this ordinance by a vote of
more than two. -thirds . of all of the members of . the City
Council of.said city and shall cause'said ordinance to be
published once a.week for two weeks prior to the date of
said election in the WEST COVINA TRIBUNE, a weekly newspaper
of general circulation` printed, published and circulated
in the City of West Covina. No other notice of such elec-
tion need be.given;
Section.10. -This ordinance shall take effect
upon its passage.•
