AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA,_APPROVING.AN UNCLASSIFIED.USE_UNDER THE..PROVISIONS
OF. ORDINANCE NO.325 OF,. SAID CITY. (Lank .Ellen _Hospital).
THE CITY COUNCIL OF THE CITY OF WEST.COVINA DOES ORDAIN AS FOLLOWS:
Section 1. The petition of Lark Ellen Hospital having
been filed in the office of the City Planning Commission pursuant
• to ,Article 18 of Ordinance N0.3251 being an amendment to the
provisions of Ordinance No.147 of the City of West Covina. establish-
ing zones or districts and regulating therein the use of land,
height of buildings and yard spaces, adopted on the 21st day of
January, 1948, asking that a special use be permitted affecting
the property described in said petition and setting forth the
specific reasons therefor and the circumstances in connection there-
with, and recommendation having been made by the Planning Commission
to this Council, and a full investigation and consideration of the
facts having been made by this Council after -public hearings
pertinent to such petition; the Council determines that there are
exceptional or extraordinary circumstances or conditions applicable
to the property involved and to the intended use thereof that
• do not generally apply to the property or classes of uses in the
same zone or district in which said property is located, and will
not be inconsistent with the general purposes of said Ordinance
No.14.7 as amended:
This Council, therefore, finds that the public convenience,
necessity and general welfare require that a special use permit
under the provisions of said Ordinance N0.325 be approved to permit

the special use of the following described property, to wit:
A portion of Lot 31 of the 576.50 acre tract, known
as ;W.R.Rowland Tract and a portion of Lot 19 Block
6 of the Phillips Tract, in the Rancho_La Puente,
County of_ Los ,Angeles, State of California, as per
map recorded in Book 42 page 45 and in Book 99 page
4, respectively,.of Miscellaneous Records, described
as a whole -as follows:
Beginning at a point in'the north line of the right of
• way of the Pacific Electric Railway Company, (a plot
showing the location of said right of way was -filed in
Case No.52129 of the Sugerior Court of said County)
which point is North 89 381 30" West 590.87 feet from
the intersection of the north line of said right of
way (prolonged easterly) with the center line of Lark
Ellen Street, formerly Azusa Street, as shown on said
map of the Phillips Tract; thence north 0026-1 West
along the east line of the parcel of .land -.conveyed by
the United Investment Company', a corporation, to
Mrs.A.Z.Shoemaker, by deed recorded in Book 3505,page
149 of Deeds, 689.37 feet to a point in. the center
line,of_the San Bernardino Road; thence in an easterly
direction following the center line of said road to
the intersection of said center line with the center
line of said Lark Ellen Street; thence south along said
center line of said Lark Ellen Street, 679.45 feet to
the prolonged north line of said right of way; thence
west along the north line of said right of way 590.87
feetto the place of beginning
for the purpose of establishing., maintaining and conducting a
hospital, an unclassified use permit being hereby granted upon
• the following terms and conditions:
1. Conformance to the Plot Plan approved by Regional
Planning Commission on March 2, 1954.
2. That the maximum capacity be limited to 100 beds.
3. That the signs shown on the abovementioned Plot Plan
are not included in this approval.

SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to -the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
• shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the loth day of December, 1956, by the affirmative
vote of at least three Councilmen, to wit:
