AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WBSt COVINA,
CALIFORNIA, APPROVING -AN UNCLASSIFIED. USE . UNDER THE . PROVISIONS
OF ORDINANCE NO.325 OF 'SAID CITY.(Vulcan Forge)
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. The petition of Vulcan Forge,Inc., (Boyce
W. Calkins) having been filed in the office of the City Planning
Commission pursuant to Article 18 of Ordinance No.325, being an
amendment to the provisions of Ordinance No.147 of the City of
West Covina establishing zones or districts and regulating therein
the use of land, height of buildings and yard spaces, adopted on
the 21st day of January, 1948, asking that a special use be per-
mitted affecting the property described in said petition and
setting forth the specific reasons therefor and the circumstances
in connection therewith, and recommendation having been made by
the Planning Commission to this Council, and a full investigation
and consideration of the facts having been made by this Council
after public hearings pertinent to such petition; the Council
determines that there are exceptional or extraordinary circumstances
or conditions applicable to the property involved and to the in-
0 tended use thereof that do not generally apply to the property
or classes of uses in the.same zone or district in which said
property is located, and will not be inconsistent with the general
purposes of said Ordinance No.147 as amended:
This Council, therefore, finds that the public convenience,
necessity and general welfare require that a special use permit
under the provisions of said Ordinance N0.325 be approved to permit

the special use of the following described real property,to wit:
That portion of Lot 169 of E.J.Baldwints
Fourth Subdivision of a part of.the Rancho
LaPuente, in the City of West Covina,'County
of Los Angeles, State of California, as per
map..recorded in Book 8 page 186 of Maps in
the office of the County Recorder of said
County described as follows:
BEGINNING at a point in the southeast line of
said lot 169 in the Northwesterly line of
,Glendora Avenue, 66 feet wide, that is distant
thereon South 440 401 30" West 803.27 feet
from the most Easterly corner of said Lot;thence
North 470 581 3011 Nest 528.00 feet; thence South
440 401 30" Nest_105.35 feet to the true point
of.beginning; thence South 440 401 30" West
100.00 feet; thence South 470 581-30"_-East 115.00
feet; thence North 440 40 t 30tr East 100.00 feet;
thence North 470 581 30" 'West_,115.00 feet to the
true point of beginning..
EXCEPT the Northwesterly 60.00 feet thereof which
is reserved for ingress and egress
for the purpose of establishing, maintaining and conducting an
amusement center for children, an unclassified use permit being
hereby granted upon the following terms and conditions:
1. That hours of use be restricted to 8:00 A.M. to 9.00 P.M.
daily.
2. That the area be totally enclosed with a minimum 5 foot
high chain link fence.
3. That no loudspeakers or noise -making devices be allowed.
4. That a competent attendant be placed in charge of the
facilities during all hours of operation.
5. That all rides shall be installed, maintained and operated
in a safe manner.

6. No more than four (4) "Kiddy Rides" be allowed, each
of which are to be inspected and approved by the Chief Building
Inspector.
7, That no "mechanism, device or structure shall exceed
a height of 20 feet above the ground level.
• 8. That all parking area and sidewalks impr ovements, shown
on the adopted Precise Plan for the Central Business District
be installed prior to the issuance of an occupancy permit for this
facility.
9. That theground area within the facility be surfaced with
2 inch asphalt pavement unless it can be maintained in.a clean
dust -free condition.
SECTION.2. The City Clerk shall certify to,the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the,same to be -published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty (30)
• days from and after the final passage thereof said Ordinance shall -
take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was
adopted at a regular meeting of the City Council of the City
of West Covina, held on the 10th day of December, 1956, by
the affirmative vote of at least three Councilmen, to wit. -
