AN ORDINANCE OF -THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING.A.PRECISE PLAN FOR THE.DEVELOPMENT OF
CERTAIN .PROPERTIES IN. SAID CITY, . PURSUANT. TO ..THE.. PROVISIONS OF
ORDINANCE N0.147 .OF . THE - CITY . OF WEST _. COVINA , AND AMENDING SAID
ORDINANCE NO.147 (Moritz _Pick)'.
THE CITY COUNCIL OF THE CITY OF WEST COVIN;A DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of
'hest Covina, known as the Zoning -Ordinance; classifies certain

properties presently in the course
of annexation
to the
City
of
West Covina, described as the area
located on the
north
side
of
San Bernardino Roam, between Irwindale Avenue and Azusa Canyon
Road, as potential Zone R-1; and
11HEREAS, the City Planning Commission of the City of
Nest Covina has caused to be prepared a precise plan, to wit:
Precise Plan No.94 (Revised), for the development of the above
described area to encourage the proper utilization of such prop-
erties; and
14 ERFAS, the said Planning Commission -did on July 5,1956,
conduct a duly advertised public hearing as prescribed by law and
duly considered said precise plan; and
WHEREAS, by Resolution No.412 the said Planning Commission
on August 159 1956, approved -said plan and recommended to the City
Council the adoption thereof, subject to the conditions hereinafter
enumerated; and
M1ERFAS, the City Council of the City of 'West Covina did
on -September 24, 1956, hold and conduct a -duly -advertised public
hearingasprescribed by law and considered said precise plan thereat
and duly adopted said plan-;! subject to the stipulations hereinafter
enumerated:

NOWpTHEREFORE9 the City Council of the -City. of West
Covina does ordain -as follows: That that certain Precise Plan
No.94(Revised) for -the -development -of the -real property herein-
after more particularly defined and described-, when annexed to
the City of West Covinap heretofore ,approved by the City Planning
Commission and by the City Council asaforesaid,be and the same
• is hereby adopted as an Official Precise Plang under and pursuant
to the provisions of Ordinance-No-0147 of the City of West Covina,
for the area hereinafter specifically described, subject to the
following conditions-

1. That all street improvements outlined in Section 49,
OrdinanceNo.2251 including utilities, be installed accordingly
and meet the approval of the City Engineer. This to include
street lights, sidewalks and sanitary sewers,
20 That all necessary widening 'of San Bernardino Road
(40 feet from center -line to north right�of-way line) shall be
deeded to the City. -of West Covina.
3, That all building's and signs shall not exceed one story
in height.
4. That all exterior lighting be installed and maintained
in a manner eliminating any nuisance to adjacent residential
property.
5. That adequate watersupply and fire protection be pro-
vided as required by Ordinances No.237 and 451 of the City of
West Covina.
6, That all excavating and grading work conform to provisions
of Ordinance No.384 of the City of West Covina.

7. That all bondsi fees and deposits for improvements
be posted before building permits arwissued.
8. That a 6-foot masonry wall be constructed along the
entire easterly property line,
9. That the site be graded todrain public streets or
that suitable storm drain facilities be provided, satisfactory
to the, City Engineer of the City of West Covina.
10. That all existing buildings be removed or demolished
forthwith'.
11. That all landscaping shown, and street trees along
San Bernardino Avenue be installed prior to the issuance of
occupancy permits.
12, That all parking conform -to the requirements of Article
149 Ordinance No.325 of the City,of West Covina.
13, That the 17 foot landscaping strip be retained to create
required buffer.
140 That I approval of Precise Plan No.94 is subject to
completion -of annexation proceedings.
That Ordinance No.147 of the City Of West Covina, known
as the Zoning Ordinance, adopted January 21, 1948, as amended, be
and the same is hereby amended by adding thereto and as a part of
the Zoning Map of the --City Of West*Covinal the -following:
The hereinafter -described -real property to wit:
Nine acres commencing at the intersection of the north
line of San Bernardino Road, 66 feet wideq with west
line of Lot 3 in Section-161 township I south, range 10
west; thence east on said north line 550 more or less
feet to a point west thereon 692.12 feet from west line

of Irwindale Avenue, 40 feet wide; then north 10 East
708.67 feet; then north 880 301 west 550 more or less
feet to said west line of lot;,..then south 701.99 more
or less feet to beginning part of Lot 3 in Section 16,
township I south, range west.
be and the same is hereby excepted -from the particular zone in
which such real property has otherwise been placed and designated
by the provisions of this Ordinance, and all such real property
and territory is herebyreclassifiedandestablishedas a part of
Zone C-19 under the provisions of said Ordinance4o.147, as amended,
subject, however, to all of the conditions hereinbefore-enumerated.
SECTION 2, The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the West -Covina Tribune, a newspaper of general circulation pub-
lished and circulated in the City of West Covina, and thirty (30)
days from and after the final passage thereof said Ordinance shall
take effect and be in force.
