AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING ORDINANCE NO.325 KNOWN AS THE COMPREHENSIVE
ZONING ORDINANCE, BY ADDING THERETO A NEW ARTICLE TO BE KNOWN A S ,
DENOMINATED AND NUIBERED ARTICLE 9.1.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That Ordinance No.325 of the City of West
Covina, entitled "AN ORDINANCE AMENDING ORDINANCE NO.1471 BEING
AN ORDINANCE -ESTABLISHING ZONES IN THE CITY OF I+EST COVINN AND
THEREIN REGULATING TH�� USE OF LAND, HEIGHT OF BUILDINGS, AREA OF
LOTS
AND PARCELS
AND YARD SPACES; PROVIDING FOR THE
ADOPTION
OF
MAPS
SHOWING THE
BOUNDARIES OF SAID ZONES; DEFINING
THE TERMS
USED
IN THIS ORDINANCE; PROVIDING FOR ITS ADJUSTMENT, AHEND31MTT AND
ENFORCEP,IENT; PRESCRIBING PENALTIES FOR VIOLATION; REPEALING ORDI-
NANCES OR PORTIONS OF ORDINANCES IN CONFLICT THEREWITH", adopted
June 28, 1954, be and the same is hereby amended by adding thereto
a new Article to be known as, denominated and numbered "Article 9.11,
and to read as follows, to wit:

C-R C031MERCIAL RESTRICTED (C-R Zone)
Section 900.1: PEPSIITTED USES. In a C-R Zone only
the following uses are permitted as hereinafter speci-
fically provided and allowed subject to the provisions
of Article 14 governing off-street parking requirements,
• except as otherwise herein provided.
(1) Bakeries.
(2) Barber shops,beauty parlors.
(3) Book or stationery store.
(4) Confectionery store.
(5) Dressmaking or millinery shop.
(6) Drug store.
(7) Dry goods or notions store.
(8) Florist.
(9) Hardware store.
(10) Jewelry store.
(11) Laundry or clothes cleaning agency.
(12) Liquor store (off -sale)
(13) Delicatessen store.
(14) Office, business or professional.

(15) Real Estate Agencies.
(16) Restaurant, tea room or cafe, including on -sale liquor.
(17) Shoe store or repair shop.
(18) Tailor, clothing or wearing apparel shop.
(19) Parking lots.
(20) Private clubs and lodges, excepting those the chief
activity of which is a service customarily carried
on as a business; department stores with a minimum
floor area, used for sales purposes, of 15,000
square feet, hospitals, hotels, indoor theatres,
post offices and public utilities district offices.
For the purpose of this stipulation, a department
• store shall be defined as a store under one manage-
ment, keeping a great variety of goods and commodities
arranged in several departments, with dry goods as
the principal stock, and carrying new merchandise
only, and conducted totally within an enclosed building.
(21) Similar establishments when approved pursuant to
the provisions of Section 1403 hereof.
A filling -station, nursery, grocery or meat market
shall be considered as a special use to be permitted
only by variance or conditional use permit under the
provisions of Article 17 hereof.
Section 900.2: LI31ITATIONS ON PERXITTED USES IN C-R ZONE.
Every use permitted in a C-R zone shall be subject to the
following conditions and limitations.
(1) At least fifty percent (50%) of the total floor area
of buildings shall be designed and used for general business
or professional offices, banks, financial institutions, busi-
ness colleges, educational institutions, professional or
scientific schools or colleges. Provided, however, that upon
approval of a precise plan for the development of any property
zoned C-R (Commercial Restricted) the foregoing requirement
may be modified so as to reduce the percentage of total floor
area so designed or used.
(2) Storage shall be limited to accessory storage of
. commodities sold at retail on the premises.
(3) Products made incident to a permitted use shall be
sold only at retail on the premises.
(4) Not more than five (5) persons may be employed in such
manufacturing, processing and treatment of products.
(5) All uses shall be conducted wholly within a building.
Section 900.3: HEIGHT. No building in the C-R zone shall
exceed six (6) stories. .
Section-900.4: FRONT YARD. Every lot and every parcel of
land in a C-R zone shall maintain a front yard only when any
one or more of the following conditions apply:
(1) When property classified as C-R comprises part of the
frontage in a block on one side of a street between intersecting
streets and the remainder of the frontage in the same block is

classified. for "RIO purposes, the front yard in such
C-R zone shall conform to the front yard required in the
R-3 zone.
(2) A front yard shall be provided as may be required
by a precised plan, variance or conditional use permit.
Section 900.5: SIDE YARDS. Every lot and every parcel
of land in a C-R zone need provide no side yards except as
may be required by a precised plan or a conditional use
permit or a variance.
• Section 900.6: REAR YARD. Every lot and every parcel
of land in the C-R zone, when used for I'CII purposes and the
rear of the lot abuts upon the side of property classified
for "R°i purposes, shall provide a rear yard fifteen (15)
feet in depth."

SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty (30)
days from and after the final passage thereof said Ordinance shall
take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting Of the City Council of the City of West Covina,
held on the 8th day of October, 1956, by the affirmative vote of at
least three Councilmen, to wit:
