ORDINANCE NO.492
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA ,
CALIFORNIA, ADOPTING A.PRECISE.PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT TO THE PROVISIONS OF ORDINANCE
NO.147 OF THE CITY OF . WEST COVINA , AND AMENDING SAID ORDINANCE NO.147

THE CITY COUNCIL OF THE CITY OF WEST COVINA 'DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of "West
Covina, known as the Zoning Ordinance, classifies certain properties
in the City of West Covina, described as the area located on the
west side of Glendora Avenue between Merced and Vine Avenues as
potential Zone R-P; and
NHER'EAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan, to wit: Precise
Plan No.95 (1405), for the development of the above described area
to encourage the proper utilization of such properties; and
WHEREAS, the said Planning Commission did on July 18, 19569
conduct a duly advertised public hearing as prescribed by law and
duly considered said precise plan; and
'WHEREAS, by Resolution No.399 the said Planning Commission
on July 18, 1956, approved said plan and recommended to the City
Council the adoption thereof, subject to the conditions hereinafter
enumerated; and
`WHEREAS, the City Council of the City of West Covina did on
August 27, 1956, hold and conduct a duly advertised public hearing
as prescribed by law and considered said precise plan thereat and
duly adopted said plan, subject to the stipulations hereinafter
enumerated:
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan No.95 (1405)
for the development of the real property hereinafter more particularly

defined and described, in the City of West Covina, heretofore
approved by the City Planning Commission and by the City Council
as aforesaid, be and the same is hereby adopted as an Official
Precise Flan, under and pursuant to the provisions of Ordinance
No.147 of the City of 'West Covina, for the -area hereinafter speci-
fically described, subject to the following conditions:
1. That all street improvements outlined in Section 49,
• Ordinance No.2259 including utilities, be installed accordingly,
and meet the approval of the City Engineer. This to include street
lights, sidewalks and sanitary sewers.
2. That all necessary street widening of Glendora Avenue
shall be deeded to the City of West Covina,
3. That all buildings and signs not exceed one story in height.
4. That all exterior lighting be installed and maintained in
a manner eliminating any nuisance to adjacent residential property.
5. That adequate water supply and fire protection be provided
as required by Ordinance No.237 and Ordinance No.451.
6. That all bonds, fees and deposits for improvements be posted
before building permits are issued.
7. That all signs be attached to the building. That all
• illuminated signs be placed parallel to Glendora Avenue and not extend
above the roof line of the building to which they are attached.
8. That no physical barriers be placed over parking area access
roads.
That Ordinance No.147 of the City of West Covina, known as
the Zoning Ordinance, adopted January 21, 1948, as amended, be and
the same is hereby amended by adding thereto and as a part of the

Zoning Map of the City of !Vest Covina, the following:
The hereinafter described real property, to wit:
Lot 31 of Tract No.14681 as per map recorded
in Book 310 Pages 15 and 16 of Maps in the
City of West Covina, County of Los Angeles,
State of California
be and the same is hereby excepted from the particular zone in which
such real property has otherwise been placed and designated by the
• provisions of this ordinance, and all such real property and territory

is hereby reclassified and established as a part of Zone R-P, under
the provisions of said Ordinance No.147, as amended, subject, however,
to all of the conditions hereinbefore enumerated.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the West Covina Tribune, a newspaper of general circulation pub-
lished and circulated in the City of West Covina, and thirty (30) days
from and after the final passage thereof said Ordinance shall take
effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted at
a regular meeting of the City Council of the City of West Covina, held
on the 24th day of September, 1956, by the affirmative vote of at
least three.Councilmen, to wit:
