ORDINANCE NO.490
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING SECTION 1.OF ORDINANCE NO.399 OF THE CITY
OF WEST COVINA, ADOPTED TUNE 13, 1955.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. (a) That in order to clarify and make certain
the provisions thereof Section 1 of Ordinance No.399 of the City of
West Covina, entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING ORDINANCE NO.147 OF THE CITY OF
• WEST COVINA, KNOWN AS THE ZONING ORDINANCE, AND CHANGING THE ZONING
MAP ATTACHED THERETO AND MADE A PART THEREOF (DePietro) n , adopted
June 13, 1955, be and the same is hereby amended so as to read as
f ollows:
"SECTION 1. WHEREAS, Ordinance No.147 of the City of
West Cov ay k n.as the Zoning Ordinance, classifies
certain properties in the City of West Covina, at 1446'West
Garvey Avenue, described as the area located between
Conlon Street and Yaleton Street as potential Zone C-1 and
Zone R-3; and
WHEREAS, the City Planning Commission of the City of
"West Covina has caused to be prepared a precise plan for
the development3of the above described area to encourage the
proper utilization of such properties; and
WHEREAS, the said Planning Commission did on April 18,
1955, conduct a duly advertised public hearing as prescribed
by law and duly considered said precise plan; and
WHEREAS, by Resolution No.257 the.said Planning Commission
• on April 1891955, considered said plan and recommended to the
City Council the adoption thereof, subject to the conditions
hereinafter enumerated; and
WHEREAS, the City Council of the City of West Covina held
and conducted a duly advertised public hearing as prescribed
by law and considered said precise plan thereat and duly
adopted said plan, subject to the stipulations hereinafter
enumerated:
NOW,THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain Precise Plan
No.48 for the development of the real property hereinafter
more particularly defined and described, in the City of

West Covina, heretofore considered by the City Planning
Commission and by the City Council as'af oresaid, be and
the same is hereby adopted as an Official Precise Plan,
under and pursuant to the provisions of Ordinance No.147
of the City of West Covina, for the area hereinafter
specifically described., subject to the following conditions:
1. That the area required for public streets be
deeded to,the City of 'West Covina.
2. That north and south streets between Harbert
. Street and Garvey Avenue be 60 feet in width. .
3. That all street improvements, outlined in Section
49 of Ordinance No.225, including utilities, be installed
accordingly and meet the approval of the City Engineer. This
to include street lights and sidewalks,
4. That all lots conform to Area District I require-
ments.
5. That boundary of this property conform with right-
of-way of . State Division of Highways.
6. That a 6-foot masonry wall be constructed along the
easterly side of the property.
7. That adequate water supply and fire protection
be provided.
8. That all bonds, fees and deposits be posted before
building permits are issued.
9. That all buildings be limited to one story in height.
That Ordinance No.147 of the City of West Covina, known
as the Zoning Ordinance, adopted January 21, 19489 as amended,
be and the same is hereby amended -by adding thereto and as
a part of the Zoning Hap of the City of West Covina, the
following:
The hereinafter described real property, to wit:
That portion of Lot 3 of the Reichard Tract
in the City of West Covina, County of Los
Angeles, State of California, as shown on
map recorded in Book 129 Page 121 of daps, on
file in the office of the County Recorder of
said County
be and the same is hereby excepted from the particular zone in
which such real property has otherwise been placed and desig-
nated by the provisions of this ordinance and all such real

property and territory is hereby reclassified as follows:
The northerly 253.74 feet of the southerly
407.74 feet of the westerly 229.09 feet;
measured at right angles of said Lot 3 is
established as a part of Zone C-1;
The northerly 253.74 feet of the southerly
407.74 feet of the easterly 105.28 feet,
measured at right angles, of said Lot 3,is
established as a part of Zone R-3 ;. .(Professional use)
• Lots 1, 2, 14, 15 and 16 of Tract No.21431,
in said City of West Covina,.as shown on
map recorded in Book 594 at Pages 30 and 31
of Maps, on file. in the office of the County
Recorder of said -County, is established as
a part of Zone R-2,
under the provisions of said Ordinance No.1479 as amended,
subject to all of the conditions hereinbef ore enumerated.
(b) The amendment made by this ordinance is not intended
to constitute a change in, but is declaratory of, the existing
ordinance, to wit: Ordinance No.399.
SECTION 2, The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty (30)
. days from and after the final passage thereof said Ordinance shall
take effect and be in force.

I HEREBY CERTIFY that the foregoing ordinance was
adopted at a regular meeting of the City Council of the City of
'Nest Covina, held on the day of September, 1956, by
the affirmative vote of at least three Councilmen, to wit. -
