Ordinance - 4887- ORDINANCE NO.488 AN ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF WEST COVINA, CALIFORNIA , ADOPTING AN AMENDED . PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO THE PROVISIONS OF ORDINANCE NO.147 OF THE CITY OF WEST COVIN.A, AND AMENDING SAID ORDINANCE NO.147.(Shulman). THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. WHEREAS, there was submitted to the Planning Commission of the City of West Covina an amendment to a certain 46 precise plan, to wit: Precise Plan No.26 (Revised), for the develop- ment of the area located on the southwest corner of Garvey Avenue and California Avenue in the City of West Covina, so as to encourage the proper utilization of such properties; and WHEREAS, the said Planning Commission did on June 6, 1956, conduct a duly advertised public hearing as prescribed by law and duly considered said precise plan; and WHEREAS, by Resolution No.394 the said Planning Commission on July 5, 1956, considered the amendment to said plan and recommended to the City Council the adoption thereof, subject to the conditions therein set forth and hereinafter enumerated; and WHEREAS, the City Council of the City of West Covina did on August 13, 1956, hold and conduct a duly advertised public hearing • as prescribed by law and considered the amendment to said precise plan thereat and duly adopted said amended plan, subject to the stipulations hereinafter enumerated: NOW, THEREFORE, the City Council of the City of West Covina does ordain as follows That that certain amendment to said Precise Plan No.26 (Revised) for. the development of the real property herein- after more particularly defined and described, in the City of West Covina, heretofore considered by the City Planning Commission and by -I- the City Council as aforesaid, be and the same is hereby adopted as an Official Precise Plan, under and pursuant to the provisions of Ordinance No.147 of the City of West Covina, for the area herein- after specifically described, subject to the following conditions: l.. All requirements of Ordinance No.428 and Ordinance No.321 shall be complied with. • 2. That no physical barriers be erected along the periphery of the parking area that would restrict the free flow of traffic to and from adjacent properties. 3. That a joint -use parking agreement be recorded as stipulated in Section 1413, Paragraph 5 of Ordinance No.325, to create adequate parking for the three buildings at the southwest corner of the plan. 4. That sanitary sewers be provided as required by the City Engineer. 5. That 12-f oot sidewalks be provided along all building frontages and 5-foot walks along alleys at the end of all buildings. 6. That the alleys and access ways be increased to 25 feet in minimum width. 7. That the exact location of driveway openings be subject to . the approval of the City Engineer. The real property involved in said amendment is as follows: PARCEL NO.1: That portion of Lot 144 of E.J.Baldwin's Fourth Subdivision of paert of the Rancho La Puente, in. the City of West Covina, County of Los Angeles, State of California, as per map recorded in Book 89.Page 186 of Naps, in the office of the County Recorder of said County, bounded as follows: P45 Beginning at the most easterly corner of said Lot 144; thence southwesterly along the southeasterly line of said Lot, 1293.92 feet; thence northwesterly parallel with the southwesterly line of said Lot, 386.5 feet; thence north- easterly parallel with said southeasterly line, 958.25 feet, more or less, to the northerly line of said Lot; thence easterly along said northerly line to the point of beginning. PARCEL NO.2: That portion of Lot 156 of E.J.Baldwin's Fourth Subdi- vision of part of the.Rancho La Puente, in the -City of West • Covina, County of Los Angeles, State of California, as per map recorded in Book 89 Page 186 of Maps, in the office of the County Recorder of said County, lying west of a line drawn from a point in the southerly line of said Lot, distant 518.86 feet, easterly from the southwest corner thereof to a point in the northerly line of said Lot, distant 685.68 feet, easterly from the northwest corner thereof. Except .082 Acres to State. PARCEL NO.3: The northerly 227.5 feet of Lot 155 of E.J.Baldwin's Fourth Subdivision of part of the Rancho La Puente, in the City of West Covina, County of Los .Angeles, State of Calif- ornia, as per map recorded in Book 81 Page 186 of Maps, in the office of the County Recorder of said County, described as follows: Beginning at the most northerly corner of said Lot 155; thence southeasterly along the northeasterly line of said Lot, 927.36 feet to the most easterly corner thereof; thence southwesterly along the southeasterly line of said Lot, 227.5 feet; thence northwesterly parallel with the northeasterly line of said Lot, 927.36 feet to the northwesterly line thereof; thence northeasterly along said northwesterly line 227.7 feet • to the place of beginning. PARCEL NO.4: The southwest 6 acres of that portion of Lot 156 of E.J. Baldwin's Fourth Subdivision of part of the Rancho La Puente, in the City of West Covina, as per map recorded in Book 8, Page 186 of Maps, in the office of the County Recorder of said County, described in: Deed recorded December 9, 1943, in Book 20495, Page 186 of Official Records. SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from -3- 0 the passage thereof, shall cause the same to be published once in the 'West Covina Tribune, a newspaper of general circulation published and circulated in the City of West Covina and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in force.
