Ordinance - 486w ORDINANCE NO.486 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A . PRECISE PLAN FOR THE DEVEI.G ENT OF CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO THE PROVISIONS OF ORDINANCE NO.147.OF THE CITY OF.WEST COVINA,AND A]E-MING.SAID ORDINANCE NO.147 (Carrico). THE CITY COUNCIL OF THE CITY OF 'TEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. -WHEREAS, Ordinance Noe147 of the City of West Covina, known as the Zoning Ordinance, classifies certain properties in the City of Nest Covina, described as the area located on the west side of Glendora Avenue between Iierced Avenue and-1,Tescove Place as 'potential Zone R-P'; and WHEREAS, the City planning Commission of the City of West Covina has caused to be prepared an.:amended precise plan for the development of the above described area to encourage the proper utilization of such properties; and -'HEREAS, the said Planning Commission did on June 20, 1956, conduct a duly advertised public hearing as prescribed by law and duly considered said precise plan; and WHEREAS, by Resolution No.397 the said Planning Commission on July 5, 1956, considered said plan and recommended to the City Council the adoption thereof, subject to the conditions hereinafter • enumerated; and -WHEREAS, the City Council of the City of Test Covina did on August 13, 1956, hold and conduct a duly advertised public hearing as prescribed by law and considered said precise plan thereat and duly adopted said plan, subject to the stipulations hereinafter enumerated: -1- 0 NOW, THEREFORE, the City Council of the City of West Covina does ordain as follows: That that certain Precise Plan No.92 (1405) as amended for the development of the real property hereinafter more particularly defined and described, in the City of West Covina, heretofore considered by the City Planning Commission and by the City Council as aforesaid, be and the same is hereby adopted as an Official Precise Plan, under and pursuant to the provisions of Ordinance N0.147 of the City of West Covina, for the area hereinafter specifically described, subject to the following conditions: 1. That all street improvements outlined in Section 49, Ordinance No.225, including utilities, be installed accordingly and meet the approval of the City Engineer. This to include street lights, sidewalks and sanitary sewers. 2. That all exterior lighting be installed and maintained in a manner eliminating any nuisance to adjacent residential property. 3. That adequate water supply and fire protection be provided as required by Ordinance No.237 and Ordinance No.451. 4. That all excavating and grading work conform to provisions of Ordinance No.384. 5. That all bonds, fees and deposits for improvements be posted before building permits are issued. 6. That a 6-foot masonry wall be constructed along the westerly property line if and when the adjoining property is developed for residential use. 7. That the property be subdivided in accordance with Ordinances No.225 and No.469. _2m That Ordinance N0.147 of the City of West Covina, known as the Zoning Ordinance, adopted January 21, 1948, as amended, be and the same is hereby amended by adding thereto and as a part of the Zoning I -lap of the City of West Covina, the following: The hereinafter described real property, to wit That portion of hot 162 of E.J.Baldwin's Fourth Subdivision of a part of the Rancho ha Puente in the City of Nest Covina, County of Los Angeles, State of California, as shown on map recorded in Book 8, page 186 of Haps, in the office of the County Recorder of :said County, described as follows: Beginning at the most southerly corner of said Lot 162 thence northwesterly along the southwesterly line of said hot 162 to an intersection with a line which is parallel with and 145.00 feet northwesterly, measured. at right angles from the southeasterly line of said Lot 162, said intersection being the true point of beginning. Thence, northwesterly along said southwesterly line to a line which is parallel with and 245.00 feet northwesterly measured at right angles from said southeasterly line. Thence northeasterly along said last described parallel line to a line which is parallel with and 260.00 feet, northeasterly measured at right angles from the south- westerly line of said hot 162. Thence southeasterly along said last described parallel line to above described parallel line, being 145.00 feet, northwesterly from said southeasterly line of said Lot 162. Thence south- westerly along said last mentioned parallel line to the 'true point of beginning • be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the provisions=of this ordinance, and all such real property and terri- tory is hereby reclassified and established as a part of Zone R-P, under the provisions of said Ordinance No.147, as amended, subject, however, to all of the conditions hereinbefore enumerated. -3- 11 • SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be published once in the West Covina Tribune, a newspaper of general circulation published and circulated in the City of West Covina, and thirty (30) days from and after the final ,passage thereof said Ordinance shall take effect and be in force.
