AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA ,
CALIFORNIA, APPROVING THE ANNE<-ATION TO, INCORPORATING IN AND
MAKING A PART OF SAID CITY OF WEST COVINA, CERTAIN UNINHABITED
TERRITORY OUTSIDE THE SAID CITY AND CONTIGUOUS THERETO, KNONNN
AS "WEST COVINA ANNEXATION DISTRICT NO.14311.
IMERrEAS, under and pursuant to and in accordance with the
provisions of the "Uninhabited Territory Act of 1939119 as amended,
the City Council of the City of West Covina, in due course received
a written petition signed by not less than one-fourth of the owners
of the area of land described therein and representing not less
than one-fourth of the assessed value of said territory according
to the last prceding equalized assessment roll of the County of
Los Angeles, California; and
TMREAS, prior to the filing with the City Council of said
City the proposal for the annexation of said territory to the City
of West Covina was submitted and reported favorably upon to the
proponents thereof by the Boundary Commission of Los Angeles County
with respect to the definiteness and certainty of the proposed
boundaries, pursuant to Section 35002 of the Government Code of the
State of California; and
WHEREAS, the City Council did at a regular meeting thereof
• duly adopt a Resolution giving notice of the proposed annexation,
which Resolution specifically described the boundaries of the
territory so proposed to be annexed to the City of West Covina,
designating the same as "West Covina Annexation :District No.14301; and
WFiEPMAS, said Resolution and notice were duly published
twice, in accordance with law, which said Resolution and notice
aforesaid gave notice of the day, hour and place when and where

any person owning real property within said territory so proposed
to be annexed, and having any objection to the proposed annexation,
'might appear before the City Council and how cause why such
territory should not be so annexed, and said publications were
complete twenty (20) days prior to the date of such hearing; and
I'THEREA S, the City Clerk did, not less than twenty (20)
days before the public hearing on the proposed -annexation, cause a
• written notice, in accordance with the provisions of the -Government
Code, of said proposed annexation to be mailed•to each person to
whom land within the territory proposed to be annexed is assessed
on the last preceding equalized County Assessment Roll available
on the date the proceedings were initiated, at the address shown
on said assessment roll; and
-MIEREAS, the City Council of the City of West Covina set
such hearing for not less than fifteen (15) days nor more than
fifty (50) days from the date of the adoption of such Resolution,
to wit: for 8: 00 o'clock P.M., on Xay 14, 19569 before said City
Council at the City Hall, West Covina; and
WFIEREAS, at the time set aforesaid, to wit: May 149 1956,
• at .8: 00 O'clock P.M., of said day, and on May 21, 19569 said matter
and order to -show cause duly came before said City Council at a
regular meeting thereof, for hearing, and no written protest having
been filed against the proposed annexation, and good cause appearing
therefor; and
WFIEF.EAS, the property and territory hereinafter specifically
described is contiguous to properties within the corporate limits
of the City of West Covina and is uninhabited within the meaning of
Section 35303 of said Government Code; and

MIEREAS, there has been filed with the City Clerk of
said City the written consent of the petitioners as owners of all
of the property so proposed to be,annexed to the City of West
Covina, wherein consent was given that said property after its
annexation may be taxed equally with the property within the City
of West Covina to pay the bonded indebtedness of the City of West
Covina both outstanding and to be represented by bonds of the.
• City of West Covina thereafter to be issued:
NOW, THEREFORE, THE; CITY COUNCIL OF THE CITY- OF WEST COVINA
DOES ORDAIN AS FOLLOWS:
SECTION 1. That the annexation to the City of West Covina
of the territory hereinafter described, which boundary description
was submitted to and duly approved before filing by the Boundary
Commission of Bos Angeles County as to definiteness and certainty,
and which territory was designated in the resolution and notice of
said City:Council as "West Covina Annexation District No.14311, be
and the same is hereby approved, and the territory hereinafter
described be, and the same is hereby ordained to be annexed to,
incorporated in, and made a part. of the City of West Covina, Calif-
ornia, and that such property after its annexation to the City of
Pest- Covina, shall be deemed to be classified as 1IR-111, Area
District II, under the provisions of the Zoning Ordinance and shall
be taxed equally with the property within the City of West Covina
to pay the bonded indebtedness of the City of West Covina outstanding
on the date of such annexation for 1951 Improvement Bonds heretofore

authorized and issued by the City of West Covina or bonded indebt-
edness theretofore authorized and to be represented by bonds of the
City of West Covina thereafter to be issued. The aforesaid annexa-
tion shall be subject to the annexation of said territory to Sanita-
tion District No.22 of the County of Los Angeles.
SECTION 2. The territory hereinbefore referred to, and
which is hereby annexed to and made a part and incorporated in said
• City of West Covina,is more particularly described as follows, to wit:
That portion of Lots 307 and 313 and the southerly
half of Francisquito Avenue, as shown on map of E.J.
Baldwin's Fifth Subdivision of a portion of the Rancho
La Puente, in the County of Los Angeles, State of
California, as per map recorded in Book 129 pages 134
and 135 of Maps, in the office of the County Recorder
of said county, within the following described boundary:
Beginning at the point of intersection of the center
line of Francisquito Avenue, (formerly Francisgito
Avenue) 60 feet wide, as shown on said map, with the
northerly prolongation of the easterly line of said
Lot 307, being also a point on the Westerly boundary
of the City of West Covina as it existed on February 24,
1956; thence southerly along said westerly boundary
of 'West Covina to the southeasterly corner of said Lot
313; thence westerly along the southerly line of said
Lot 313 a distance of 990.25 feet, more or less, to a
line that is parallel with the westerly lines of said
Lots 313 and 307, and distant easterly therefrom
299.75 feet, measured at right angles; thence northerly
along said parallel line to a point of intersection
with the center line of said Francisquito Avenue; thence
• easterly along the said center line to the point of
beginning
Said territory shall be designated as "West Covina Annexation
District No.14311.
SECTION 3. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the `West Covina Tribune, a newspaper of general circulation

published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take effect and be in force, and shall file a 'certif ied
copy thereof with the Secretary of State, of the State of Calif-
ornia, and after such certified copy has been so filed, and a
certificate of the Secretary of State certifying to its filing has
been received by the City of West Covina, the City Clerk shall
file a copy of the snap of said territory with the following: The
County Surveyor of 'Los Angeles County;,the County Recorder of Los
Angeles County; the Board of Supervisors of the County of Los
Angeles; the County Assessor of said County; the County Engineer
of said County; the Board of Equalization of the State of Calif-
ornia, and the Census Bureau of the.United States Government.
