Ordinance - 482ORDINANCE NO. 482 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIF- ORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO THE PROVISIONS OF ORDINANCE NO. 147 OF THE CITY OF 1EST COVINA, AND AHENDING SAID ORDINANCE NO. 147 (Britt). THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. WHEREAS, Ordinance No. 147 of the Oity of West Covina, known as the Zoning Ordinance, classifies certain properties in the City of hest Covina, described as the area located on the east side of Sunset Avenue between Merced Avenue and Francisquito Avenue as potential Zone C-1; and WHEREAS, the City Planning Commission of the City of West Covina has caused. to be prepared an amended precise plan dated June 2E 1956, for the development of the above described area to encourage the proper utilization of such properties; and NHEREAS, the said Planning Commission did on July 5, 19569 conduct a duly advertised public hearing as prescribed by law and duly considered said precise plan; and WHEREAS, by resolution No. 395 the said Planning Commission • on July 59 1956, considered said plan and recommended to the City Council the adoption thereof, subject to the conditions hereinafter enumerated; and iMEREAS, the City Council of the City of West Covina did on June 25, 1956 and July 9, 1956, hold and conduct a duly advertised public hearing as prescribed by law and considered said revised pre- cise plan thereat and duly adopted said amended plan, subject to the stipulations hereinafter enumerated: -1- NOW, THEREFORE, the City Council of the City of West Covina does ordain as follows: That that certain Precise Plan No. 71 as amended for the development of the real property hereinafter more particularly defined and described, in the City of West Covina, heretofore considered by the City Planning Commission and by the City Council as aforesaid, be and the same is hereby adopted as an • Official Precise Plan, under and pursuant to the provisions of Ordinance No. 147 of the City of West Covina, for the area herein- after specifically described, subject to the following conditions: 1. That all street improvements outlined in Section 49, Ordinance No. 225, including utilities, be installed accordingly and meet the approval of the City Engineer, this to include street lights, sid.ewalks'and sanitary sewers. 2.. That all necessary street widening shall be deeded to the City of West Covina. height. 3. That all buildings and signs not exceed one story in 4. That all exterior lighting be installed and maintained • in a manner eliminating any nuisance.to adjacent residential property. 5. That adequate water supply and fife protection be pro- vided as required by Ordinance No. 237 and Ordinance No. 315. 6. That all excavating and grading work conform to pro- visions, of Ordinance No. 384. 7. That all bonds, fees and deposits for improvements be posted before building permits are issued. -2- 8. That a 6-foot masonry wall be constructed along the southwesterly and southeasterly property lines, 9. That a Plot Plan be submitted to the Planning Commission for approval, if the northerly corner is used for a service station, 10. That a 10-foot storm drain easement along the south- westerly property line be provided and improved, or provide satisfactory • drainage facilities subject to .the approval of the City Engineer. That Ordinance No. 147 of the City of West Covina, known as the Zoning Ordinance, adopted January 21, 1948, as amended, be and the same is hereby amended by adding thereto and as a part of the Zoning Xap of ,.the. City of West Covina, the following: The hereinafter described real property, to wit; The southeasterly:190 feet of the northwesterly 210 feet of the southwesterly 300 feet of the northeasterly 310 feet of Lot 138 of E. J. Baldwin's 4th Subdivision of a part of the rancho La Puente, as per map recorded in Book 81 page 186 of Maps on file in the office of the County .recorder of Los Angeles County, California, be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the • provisions of this ordinance, and all such real property and terri- tory is hereby reclassified and established as a part of,Zone C-1, under the provisions of said Ordinance No. 147, as amended, subject, however, to all of the conditions hereinbefore enumerated. SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to he published once ERIC in the West.
