AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIF-
ORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT TO -THE PROVISIONS OF ORDINANCE
N0.147 OF THE CITY OF.WEST COVINA,.AND.AMENDING.SAID ORDINANCE N0.147
(Drendle & Keeling).
THE CITY COUNCIL OF THE CITY OF WEST COVINA :DOES ORDAIN AS FOLLOWS:
SECTION 1. 'WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
in the City of 'West Covina, described as the area located on the
• southwest corner of Puente Avenue and Azusa Avenue as potential
Zone R-P; and
'WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan, to wit: Precise Plan
No.85 (1405)9 for the development of the above described area to
encourage the proper utilization of such properties; and
WHEREAS, the said Planning Commission did on April 18, 19569
conduct a duly advertised public hearing as prescribed by law and
duly considered said precise plan; and
-WHEREAS, by Resolution No.366 the said Planning Commission on
April 18, 19569 approved said plan and recommended to the City
Council the adoption thereof, subject to the conditions hereinafter
enumerated; and
'WHEREAS, the City Council of the City of 'West Covina did on
May 14, 1956, hold and conduct a duly advertised public hearing as
prescribed by law and considered said precise plan thereat and'duly
.adopted said plan, subject to the stipulations hereinafter enumerated:
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan No.85 (1405)
for the development of the real property hereinafter more particularly

defined and described, in the City of West Covina, heretofore
approved by the City Planning Commission and by the City Council
as aforesaid, be and the same is hereby adopted as an Official
Precise Plan, under and pursuant to the provisions of Ordinance
No.147 of the City of West Covina, for the area hereinafter speci-
fically described, subject to the following conditions;
• 1. That all street improvements outlined in Section 49,
Ordinance No.2259 including utilities, be installed accordingly and
meet the approval of the City Engineer. This to include street
lights, sidewalks and sanitary sewers.
2. That all necessary street widening of Azusa and Puente
Avenues shall be deeded to the City of West Covina.
3. That all buildings and signs shall not exceed one story
in height.
4. That all exterior lighting be installed and maintained in
a manner eliminating any nuisance to adjacent residential property.
5. That adequate water supply and fire protection be provided
as required by Ordinance No.451,
6. That all excavating and grading work conform to provisions
of Ordinance No.384.
7. That all bonds, fees and deposits for improvements be posted
before building permits are issued.
8. That a 6-foot masonry wa11 be constructed along the westerly
property line.
9. That development of the westerly 324 feet, except that

portion presently zoned R-P'and' C-1, be contingent upon approval
of a subdivision map in conformance with Ordinance No.225.
10. That the portion shown as "Proposed Futuree-Developmentit
be excluded from this Precise Plan and Reclassification.
11. That drainage ways be provided and improved in order to
accommodate surface drainage of the area collecting at the south-
west corner of the subject area and these improvements be satis-
factory and meet the approval of the City Engineer.
12. That all existing buildings be removed and demolished.
That Ordinance No.147 of the City of West Covina, known as
.the Zoning Ordinance, adopted January 21, 1948, as amended, be and
the same is hereby amended by adding thereto and as a part of the
Zoning Map of the City of West Covina, the following;
The hereinafter described real property, to wit;
Lot 1, Block 179 Phillips Tract, excepting therefrom
the easterly 317 feet of the northerly 267 feet of
said Lot 19 in the City of West Covina, County df
Los Angeles, State of California
be and the same is hereby excepted from the particular zone in which
such real property has otherwise -been placed and designated by the
• provisions of -this ordinance, and all such real property and territory
is hereby reclassified and established as a part of Zone R-P°, under
the provisions of said Ordinance No.1479 as amended, subject,however,
to all of the conditions hereinbef ore enumerated.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once

in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting -of the City Council of the City of West Covina,
held on the day of July, 1956, by the affirmative vote of
at least three Councilmen, to wit:
