Ordinance - 4770 L ORDINANCE NO.477 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A.PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN PROPERTIES IN.SAID CITY, PURSUANT TO.THE PROVISIONS OF.ORDINANCE N0.147.OF THE CITY OF.WEST COVINA,.AND.AXENDING SAID ORDINANCE NO.147 (Bassett). THE CITY COUNCIL OF THE CITY OF WEST COVINA :DOES ORDAIN AS FOLLOWS: SECTION 1. WHEREAS, Ordinance No.147 of the City of West Covina, known as the Zoning Ordinance, classifies certain properties in the City of West Covina, described as the area located on the west side of Glendora Avenue between 'Walnut Creek Wash and Service Avenue as potential Zone C-1; and 'WHEREAS, the City Planning Commission of the City of West Covina has caused to be prepared a precise plan, to wit: Precise Plan No.87 (1405), for the development of the above described area to encourage the proper utilization of such properties; and WHEREAS, the said Planning Commission did on May lb, 1956, conduct a duly advertised public hearing as prescribed by law and duly considered said precise plan; and WHEREAS$ by Resolution No.381 the said Planning Commission on May 16, 1956', considered said plan and recommended to the City Council the adoption thereof, subject to the conditions hereinafter enumerated; and WHEREAS, the City Council of the City of 'West Covina did on June 11, 1956, hold and conduct a duly advertised public hearing as prescribed by law and considered said precise plan thereat and duly adopted said plan,subject to the stipulations hereinafter enumerated: NOW, THEREFORE, the City Council of the City of West Covina does ordain as follows: That that certain Precise Plan No.87 (1405) for the development of the real property hereinafter more particularly -1- defined and described, in the City of West Covina, heretofore considered by the City Planning Commission and by the City Council as aforesaid, be and the same is hereby adopted as an Official Precise Plan, under and pursuant to the provisions of Ordinance No.147 of the City of West Covina, for the area hereinafter specifically described, subject to the following conditions: • 1. That all street improvements outlined in Section 4990rdinance No.2259 including utilities, street lights,sidewalks and sanitary sewers be installed accordingly and meet the approval of the City Engineer, which shall involve a total frontage of 404 feet on Christopher Street and a total frontage of 184 feet on Glendora Avenue, prior to the issuance of .any building permits on subject property. 2. That the Precise Plan conform to the proposed right-of-way of Vincent Avenue Extension, 3. That all necessary land for the street widening of Glendora Avenue and Christopher Street shall be deeded to the City of West Covina. 4. That all building and signs shall not exceed one story in height. • 5. That all exterior lighting be installed and maintained in a manner eliminating any nuisance to adjacent residential property. 6. That adequate water supply and fire protection be provided as required by Ordinance No.451. 7. That all excavating and grading work conform to provisions of Ordinance No.384, 8. That all bonds, fees and deposits for improvements be posted before building permits are issued. 9. That a Plot plan for the portion of the property west of -2- J the Service Station Site be submitted for approval by the Planning Commission prior to the issuance of building permits for that area. 10. That the northerly triangular portion bordering on Glendora Avenue be blacktopped or suitably landscaped, to the sat- isfaction of the City Engineer. 11, That along the northerly and westerly property lines a six (6) foot masonry wall shall be constructed and maintained. That Ordinance No.147 of the City of West Covina, known as the'Zoning Ordinance, adopted January 21, 1948, as amended, be and the same is hereby amended by adding thereto and as a part of the Zoning Flap of the City of West Covina, the following. - ,The hereinafter described real property, to wit. A portion "of Lot 167 of E.J.Baldwin's Fourth Subdivision of a. part of the Rancho "La Puente,. in the,( , ity of 'West Covina, County of Los Angeles, State of California, as per Nap recorded in -Book 89 Page 186 of Maps, in the office of the County Recorder of said County described as follows: Beginning at a point in the southeasterly line of said lot -distant thereon South 420 411 3011West 726.80 feet from the most easterly corner of said -lot; thence North 590341501f West 412.00 feet, more or less, to the southeasterly line of • Tract No.19318, as per map recorded in Book 4939 Pages 30 and 31 of Naps; thence along the southeasterly line of said Tract No.19318, South 420,391 00" West 102.00 feet more or less, to the most southerly corner thereof, being a point in the southwesterly line of said Lot 167; thence along said south- westerly line 404.07 feet, more or less, to the most southerly corner of said Lot 167; thence along the southeasterly line of said Lot North 420 41, 3011 East 184.25 feet, more or less to the point of beginning be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the provisions of this Ordinance, and all such real property and territory -3- n LJ is hereby reclassified and established as a part of Zone C-1, under the provisions of said Ordinance No.147, as amended, subject, however, to all of the conditions hereinbef ore enumerated. SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be published once in the Nest Covina Tribune, a newspaper of general circulation published and circulated in the City of 'West Covina and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in force.
