AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A.PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT TO THE PROVISIONS OF.ORDINANCE
NO.147 OF THE CITY OF . WoTEST COVINA, AND. AMENDING SAID ORDINANCE
NO.147 (Tanner)..
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
in the City of West Covina, described as the area located on the
north side of Garvey Avenue between Toland Street and Lark Ellen
Street as potential Zone R-3; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan, to wit: Precise
Plan No.83 (1405), for the development of the above described area
to encourage the proper utilization of such properties; and
WfMREAS, the said Planning Commission did on April 4, 19569
conduct a duly advertised public hearing as prescribed by law and
duly considered said precise plan; and
WHEREAS, by Resolution N0.363 the said Planning Commission
on April 4, 1956, considered said plan and recommended tc the City
Council the adoption thereof, subject to the conditions hereinafter
enumerated; and
WHEREAS, the City Council of the City of West Covina did on
May 149 1956, hold and conduct a duly advertised public hearing as
prescribed by law and considered said precise plan thereat and duly
adopted said plan, subject to the stipulations hereinafter enumerated:
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan No.83(1405)
for the development of the real property hereinafter more particularly

defined and described, in the City of West Covina, heretofore
considered by the City.Planning Commission and by the City Council
as aforesaid, be and the same is hereby adopted as an Official
Precise Plan, under and pursuant to the provisions of Ordinance
No.147 of the City of West .Covina, for the area hereinafter speci-
fically described, subject to the following conditions:
• 1. That the Precise Plan conform to the proposed
right-of-way of the State 'Division of Highways.
2. That.all buildings not exceed one story in height.
3. That 5-foot wide concrete sidewalks be installed
along street frontage.
4. That street lights be provided as required.
That Ordinance No.147 of the City of West Covina, known as
the Zoning Ordinance, adopted January 21, 1948, as amended, be and
the same is hereby amended by adding thereto and as a part of the
Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
The Southerly 191.75 feet of that portion of Lot 7 in
Block_30 of the Phillips Tract as per map recorded in
Book 99 pages 3 and 4 of Miscellaneous Records in the
Office of the County Recorder of said County
EXCEPT the easterly 300 feet thereof.
ALSO E. CEPT from said Lot 7 that portion lying South of
the North line of land conveyed to State of California
by deed recorded in Book 1837 page 25 of Official Records
in the office 'of the County Recorder of said County
ALSO EXCEPT that portion of said land deeded to State of
Calif ornia.by deed recorded as Instrument No.3595 on
December 7, 1954.
be and the same is hereby excepted from the particular zone id which
such real property has otherwise been placed and designated by the

provisions of this ordinance, and all such real property and
territory is hereby reclassified and established as a part of
Zone R-31 under the provisions of said Ordinance No.1471 as
amended, subject, however, to all of the conditions hereinbef ore
enumerated.
• SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina and thirty (30)
days from and after the final passage thereof said Ordinance shall
take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
an adjourned
at/& regular meeting of the City Council of the City of West Covina,
held on the day of June, 1956, by the affirmative vote of
at least three Councilmen, to wit:
