AN ORDINANCE OF THE CITY COUNCIL OF THE.; CITY OF WEST COVINA,
CALIFORNIA, ANENDING SECTION 1411 OF.ORDINANCE_NO.325 OF -THE
CITY . OF WEST COVINA KNOWN . AS THE COMPREHENSIVE ZONING ORDINANCE.
THE CITY COUNCIL OF THE CITY OF WEST COVINA ;DOES ORDAIN AS FOLLOWS:
SECTION 1. That Section 1411 of Ordinance No.325 of the
City of West Covina entitled "AN ORDINANCE AMENDING ORDINANCE NO.
147 BEING AN ORDINANCE ESTABLISHING ZONES IN THE CITY OF WEST
COVINA AND THEREIN REGULATING THE USE OF LAND, HEIGHT OF BUILDINGS,
AREA OF LOTS AND PARCELS AND YARD SPACES; PROVIDING FOR THE ADOP-
TION OF MAPS SHOWING THE BOUNDARIES OF SAID ZONES; DEFINING THE
TERMS USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUSTMENT, AMEND-
11MT AND-ENFORC51-ENT; PRESCRIBING PENALTIES FOR VIOLATION; REPEAL-
ING ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT THEREWITH",
adopted June 28, 1954, be and the same is hereby amended so as to
read as follows:
ItSection 1411: REQUIRED OFF-STREET PARKING. Every
building hereafter erected, reconstructed or structurally
altered, shall be provided with permanently maintained
automobile parking space as provided in this Article,and
such parking space shall be made -permanently available
and be permanently maintained for parking,purposes. In
the event that an addition be made to an existing building
or buildings providing additional sleeping rooms or units,
dwelling units, bowling alleys, theatre seats or floor
area or in the event that a change be made at any time in
the use of a building then a building permit shall not
be issued until the applicant has presented satisfactory
evidence to the Building Department that he owns or has
otherwise available for his use sufficient property to
provide and maintain additional parking space in accord-
ance with or as required by the provisions of Section
1412 hereof."
SECTION 2. This Ordinance is urgently required for the
immediate preservation of the public peace, health and safety and
is hereby declared to be an urgency measure therefor and shall

take eff ect and be in f ull f orce immediately upon, its passage
and adoption. A declaration of the facts constituting its
urgency is as follows:
That there are now being planned and developed in the
City of West Covina numerous commercial and.other buildings which
cannot be property or appropriately classified from a standpoint
S of required public parking and which require the establishment

of appropriate regulations or the clarification of existing
regulations without delay in order to promote and insure the
orderly development and use of property within the City of West
Covina and to insure proper planning and safety; the immediate
adoption of this ordinance is essential in order to effectuate
the purposes herein described and to preserve the public peace,
health and safety.
SECTION 3. The City Clerk shall certify to the adoption
of this Ordinance and shall cause the same to be published once
in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina and thereupon
and thereafter the same shall take effect and be in force.
