AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, APPROVING AN UNCLASSIFIED USE AND PRECISE FLAN UNDER
THE PROVISIONS OF ORDINANCE NO.325 OF SAID CITY (Ylrs.Thomas Rowse).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLGWS:
SECTION 1. The petition of Airs.Thomas Rowse having been
filed in the office of the City Planning Commission pursuant to
Article I8 of Ordinance No.325, being an amendment to the provisions
• of Ordinance No.147 of the City of West Covina establishing zones
or districts and regulating therein the use of land, height of
buildings and yard spaces, adopted on the 21st day of January,1948,
asking that a special use be permitted affecting the property
described. in said petition and setting forth the specific reasons
therefor and the circumstances in connection therewith, and recommend-
ation having been made by the Planning Commission to this Council,
and a full investigation and consideration of the facts having
been made by this Council after public hearings pertinent to such
petition; the Council determines that there are exceptional or
extraordinary circumstances or conditions applicable to the property
involved and to the intended use thereof that do not generally
apply to the property or classes of uses in the same zone or district
• in which said property is located, and will not be inconsistent
with the general purposes of said Ordinance No.147, as amended;
This Council, therefore, finds that the public convenience,
necessity and general welfare require that a special use permit
under the provisions of said Ordinance No.325 be approved to permit
the special use of the following described real property, to wit:
The easterly 75 feet of the northerly 169 feet
of Lot 19 Tract No.2371, Hap Boob 23, pages
98 and 991.except streets, County of Los Angeles,
State of California

for the purpose of establishing, maintaining and conducting a
semi -private swimming school, an unclassified use permit being
hereby granted upon the following terms and conditions:
1. That all street improvements outlined in Section 49,
ordinance No.2251 including utilities, not installed by the State
Division of Highways, be installed accordingly and meet the
• approval of the City Engineer. This to include street lights and
sidewalks.
2. That the Plot Plan conform to the proposed right-of-
way of the State Division of Highways and the Los Angeles County
Flood Control District.
3. That all buildings and signs not exceed one story
in height.
4. That all exterior lighting be installed and maintained
in a manner eliminating any nuisance to adjacent multiple family
residential property.
5. That adequate water supply and fire protection be
provided as required by Ordinance No.451.
• 6. That all excavating and grading work conform to pro-
visions of Ordinance No.384.
7. That all bonds, fees and deposits for improvements be
posted before building permits are issued.
8. That a 6-foot masonry wall be constructed along the
rear 95 feet of the easterly property line.
9. That the development of the "future bath -house and
related recreation area► be subject to the prior approval of the
Chief Building Inspector and shall conform to all applicable City

Ordinances.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation

thirty
(30) days
from and after
the
final passage thereof said
ordinance
shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
