Ordinance - 46980 i ORDINANCE NO. 469 AN ORDINANCE OF THE CITY OCUNCIL OF THE +:CITY OF WEST COVINA, CALIFORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO THE PR0,TISIONS OF ORDINANCE NO. 147 OF THE CITY OF WEST OOVINA;3-1 AND AMENDING SAID ORDINANCE NO. 147 (Robinson) THE CITY COUNCIL OF THE CITY OF WEST CGVINA DOES ORDAIN AS FOLLOWS: SECTION 1. WHEREAS, Ordinance No. 147 of the City of West Covina, known as the Zoning Ordinance, classifies certain properties in the City of West Covina, described as the area located on the west side of Glendora Avenue between • Merced Avenue and Vine Street as potential Zone R-P; and WHEREAS, the City Planning Commission of the City of West Covina has caused -.to be prepared a, precise plan, to wit: Precise Plan No. 70, for the development of the above described area to encourage the proper utilization of such properties; and WHEREAS, the said Planning Commission did on February 1, 1956, conduct a duly advertised public hearing as prescribed by law and duly considered said precise plan; and WHEREAS, by Resolution No. 346 the said Planning Commission on February 15, 1956, considered said plan and recommended to the City Council the adoption thereof, subject to the conditions hereinafter enumerated; and fJHEREAS, the City Council of the City of West Covina did on March 26, 1956, hold and conduct a duly advertised public hearing as prescribed by law and considered said precise plan thereat and duly adopted said plan, subject to the stipulations hereinafter ehumera.ted: NOW, THEREFORE, the City Council of the City of West Covina. does ordain ad follows: That certain Precise Plan No. 70 for the development of the real property hereinafter more particularly defined and described, in the City of West Covina, heretofore considered by the City Planning Commission and by the City Council as aforesaid, be and the same is hereby adopted as an Official Precise Plan, under and pursuant to the provisions of Ordinance No. 147 of the City of lifest Covina, for the area hereinafter specifically described, subject to the following conditions: 1. that all street improvements outlined in Section 49, Ordinance No. 225, including utilities, be installed accordingly and meet the approval of the City Engineer. This to include street lights, sidewalks and sanitary sewers. 2. That the Precise Plan conform to the Block Study adopted for the area. • 3,. That all buildings and signs not exceed one story in height. 4. That all necessary street widening and area for proposed streets shall be deeded to the City of West Covina, 5. That adequate water supply and fire protection be provided as required by Ordinance No. 237 and Ordinance No. 315. 6. That all excavating and grading work conform to the provisions of Ordinance No. 384. 7. That all bonds, fees and deposits for improvements be posted before building permits are issued. 8. That a 6-foot masonry wall be constructed along the westerly side of the market area and the westerly side of the service station and small shop area. 9. That the areas shown as "Proposed R-P Zoning" and "Proposed R-3 Zoning" be subdivided in accordance with Ordinance No. 225. It being understood that this Precise Plan will not be considered as an approved Tentative Map or an Official Precise Plan for such areas and that such areas remain as potential zones only subject to the approval of a precise plan. 10. That only two driveway entrances be shown between Merced Avenue and Wescove Plane on the westerly side of Glendora Avenue. 11. That a 10-foot temporary drainage easement (as shown on the map) be improved. -2- I That Ordinance No.'147 of the City of lr)Test Covina, known as the Zoning Ordinance, adopted January 21, 1948, as amended, be and the same is hereby amended by adding thereto and as a part of the Zoning Map of the City of West Covina, the following: The hereinafter described real property, to wit: That protion of Lot 162 of E. J. Baldwints nth Subdivision of a part of Rancho.La Puente, in.the City of West Covina, County of Los Angeles, State of California, as per map recorded in Book 8, page 186 of Baps, in the office of the County Recorder of said County described as follows: • Beginning at the most southerly corner of said lot 162; .thence northwesterly, along the southwesterly line of said lot 162, to the intersection with a line that is parallel with and 20.00 feet northwesterly, measured at right angles from the southeasterly line of said lot 162, said inter- section being the TRUE POINT OF BEGINNING; thence continuing northwesterly, along the southwesterly.line of said lot 162 to a line that is aprallel with and 145.00..feet northwesterly, measured at right angles from the southeasterly line of said lot 162-;'thence northeasterly, along said last described parallel line, to a line that is parallel with and 260. feet northeasterly, measured at right angles, from the south- westerly line of said lot 162;-thence northwesterly along said las described parallel line to a line that is parallel with and 443.00 feet northwesterly, measured at right angles from the southeasterly line of said lot 162; thence north- easterly, along said last described parallel line to a line that is parallel with and 675.00 feet northeasterly, measured at right angles, from the southwesterly line of said lot 162; thence southeasterly, along said last described parallel line, to a line that is parallel with and 20.00 feet north- westerly, measured at right angles, from the southeasterly line of said lot 162; thence southwesterly, along said last described parallel line to the TRUE POINT Or BEGINNING. be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the provisions of this ordi- nance, and all such real property and territory is hereby reclassified and established as a part of Zone C-1, under the provisions of said Ordinance No. 147, as amended, subject,' however, to all of the conditions hereinbefore enumerated. -3- SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be published onde in the West Covina Tribune, a newspaper of general circulation published and circulated in the City Of West Covina and thirty (30) days from, -and after the final passage thereof said Ordinance shall take effect and be in force. • May r the City 8Y West Covina ATTEST: City Clerk I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina, held on the 7th day of May, 1956, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Kay, Mottinger, Crumley, Pittenger, Brown NOES: None :?.ABSENT: None City .Clerk of .the City of .West Covina
