AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, APPROVING . AN UNCLASSIFIED. USE . AND PRECISE PLAN
UNDER THE; PROVISIONS OF ORDINANCE NO.325 OF SAID CITY (William
C.Hart,Jr).
THE CITY COUNCIL OF THE CITY OF WEST COVINA .DOES ORDAIN AS FOLLOWS:
SECTION 1. The petition of William C. Hart,Jr., having
been filed in the office of the City Planning Commission pursuant
• to Article 18 of Ordinance No.325, being an amendment to the
provisions of Ordinance No.147 of the City of West Covina estab-
lishing zones or districts and regulating therein the use of land,
height of buildings and yard spaces, adopted on the 21st day of
January, 1948, asking that a special use be permitted affecting
the property described in said petition and setting forth the speci-
fic reasons therefor and the circumstances in connection therewith,
and recommendation having been made by the Planning Commission to
this Council, and a full investigation and consideration of the
facts having been made by this Council after public hearings perti-
nent to such petition; the Council determines that there are
exceptional or extraordinary circumstances or conditions applicable
to -the property involved and to the intended use thereof that do
not generally apply to the property or classes
sses of uses in the same
zone or district in which said property is located, and will not
be inconsistent with the general purposes of said Ordinance No.147,
as amended;
This Council, therefore, finds that the public convenience,
necessity and general welfare require that a special use permit under
the provisions of said Ordinance No.325 be approved to permit the

special use of the following described real property, to wit:
The easterly 136.00 feet of the westerly 340.00
feet of the southerly 120.00 feet of Lot 8,
Block 20 of Phillips Tract, as per map recorded
in Book 99 Page 3 and.4 of Miscellaneous Records
in the office of the County Recorder of the
County of Los Angeles
for the purpose of establishing, maintaining and conducting a
. semi -private swimming school, subject to Precise Plan No.72 which
plan is hereby adopted and approved, an unclassified use permit
being hereby granted upon the following terms and conditions:
1. That all street improvements outlined in Section 499 Ordinance
No.225, including utilities, be installed accordingly and meet the
approval of the City ;Engineer. This to include street lights, side-
walks and sanitary sewers.
2. That all buildings and signs not exceed one story or fifteen
(15) feet, whichever is the lesser, in height.
3. That all exterior lighting be installed and maintained in a
manner eliminating any nuisance to adjacent residential property.
4. That adequate water supply and fire -protection be provided
as required by Ordinance No.237 and Ordinance No.315.
5. That all excavating and grading work conform to provisions
of Ordinance No.384.
6. That all bonds, fees and deposits for improvements be posted
before building permits are issued.
7. That a 6-foot masonry wall be constructed along the westerly,
northerly and easterly property lines.
8. That a 42-inch concrete masonry wall be constructed along
the southerly property line.

9. That this use conform to the block study for the
general area which block study shall include the extension of
Fleetwell Avenue north of Workman Avenue.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
• once in the'West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty (30)
days from and after the final passage thereof said ordinance shall
take effect and be in Pon —

I HEREBY CERTIFY that the foregoing Ordinance was adopted at
a regular meeting of the City Council of the City of West Covina,
held on thekday of April, 1956, by the affirmative vote 1of
