ORDINANCE NO.456
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING ORDINANCE.NO.147.1 KNOWN AS THE ZONING
ORDINANCE AND THE.LAND USE PLAN THEREBY.ADOPTED,.BY THE.
MODIFICATION.OF.A CERTAIN PRECISE PLAN UPON CERTAIN PROPERTY
IN SAID CITY (Granada,Development Company).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, as amended, classifies certain
properties described as the area located at the northeast corner of
Citrus"L-Street and San Bernardino Freeway, in the City of West Covina,
County of Los Angeles, State of California, as Zone C-1, a,s defined
by the provisions of said Ordinance No.147 thereof; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a revised plan, to wit: Precise
Plan No.67 for the development of the above described area to
encourage the proper utilization of such properties; and
WHEREAS, the said Planning Commission did on January 4,1956,
conduct a duly advertised public hearing as prescribed by law and
duly considered said revised plan; and
WHEREAS, by Resolution No.329 the said Planning Commission
approved said plan as revised and recommended to the City Council
the revision thereof for adoption as a, precise plan for the area,
subject to the terms and conditions hereinafter enumerated; and
WHEREAS, the City Council of the City of -West Covina. did on
January 23, 19569 hold and conduct a. duly advertised. public hearing
as prescribed by law and considered said revised plan thereat and
duly adopted said plan:
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain plan for the development

of the real property located as aforesaid, heretofore approved
and adopted by the City Planning Commission and by the City
Council, as aforesaid, be and the same is hereby adopted as an
Official Plan, under and pursuant to the provisions of Ordinance
No.147 of the City of West Covina, for the said area, to wit: the
• area located on the northeast corner of Citrus Street and the
San Bernardino Freeway between Citrus Street, Barramca Street and
Workman Avenue, in the City of West Covina, subject, however, to
the following conditions:
1. That area for street widening along Citrus Street, Workman
Avenue, Barranca Street and frontage road be deeded to the City of
West Covina.
2. That all street improvements outlined in Section 49 of
Ordinance No.225, including utilities,_ be installed accordingly and
meet the approval of the City Engineer. This to include street
lights, sidewalks, sanitary sewers and all improvements along the
service roads that are not proposed for installation by the State
Division of Highways.
• 3. That storm drain easements at west entrance be improved and
deeded to the City of West Covina.
4. That this plan conform with State Division of Highways right-
of-way and design of intersection.
5. That this plan conform with Los Angeles County Flood Control
District right-of-way.
6. That adequate water supply and fire protection be provided.
7. That all bonds, fees and deposits be posted before building
permits are issued.

8. That excavation and grading conform to the provisions
of Ordinance No.384.
9. That boundary of the City of West Covina be shown on
the Precise Plan.
SECTION 2. That the area herein referred to is more
particularly described as follows, to wit:
• A portion of Block 26 of the Phillips Tract, in the
Rancho La Puente, in the City of West Covina, County of Los
Angeles, State of California, as per.map recorded in Book 9,
Pages 3 and 4 of Miscellaneous Records in the office of the
County Recorder of said County, described as follows:
Beginning at the intersection of the west line of the
east 396.00 feet of Lot 2, said Block 269 with the south line
of Workman Avenue, 66 feet wide;.thence North 890 431 4511 west
along said -Workman Avenue, 1571.91 feet to the east line of
Citrus Street, 66 feet wide; thence South 00 301 2011 East
along said street 411.82 feet, more or less to a'point that
lies North 0 301 2011 West 800.53 feet from the northeast corner
of said Citrus Street and Garvey Boulevard, 100 feet wide;
thence South 110 391 5211 East 113..78 feet to the beginning of
a tangent curve concave.northeasterly and having a radius of
80.00 feet; thence southeasterly along the arc of said curve
85.90 feet; thence tangent to said curve South 730 101 581,:East
123.14 feet; thence South 160 491 02" West 8.91 feet,_more or
less, to the south line of Lot 4.of said Block 26• thence
South 890 431 3911 East along said South line of said Lot 4, a
distance of 244.79 feet; thence South 00 151 201, West 117.31
feet; thence South 890-441 4011 East 57.43 feet to a point on
a curve concave easterly and having a radius of 598.69 feet,
a radial line of said curve to said point bears North 860571
• 4011 West; thence southerly along the arc of the last mentioned
curve 71.34 feet; thence tangent to the last mentioned curve
South 30 471 2011 East 255.90 feet to a point in a curve concave
northerly and having a radius of 3832.97 feet, a radial line of
said curve to said point bears South 30 501 301, West; thence
easterly along the arc of the last mentioned curve 54.43 feet;
thence normal to said curve South 30 O1' 4111 West 10.00 feet
to a curve concave northerly and having_a radius of 3842.97
feet, said curve being concentric with said curve having a
radius of 3832.97 feet; thence easterly along the last ment-
ioned curve 174.95 feet; thence south 0° 25,0101t West 2.00 feet;
thence south-890 U.0 501, East 949.46 feet to the beginning of
a tangent curve concave northerly and having a radius of
1932.00 feet; thence easterly along the arc of the last mentioned

of a tangent curve concave to the northwest and having a
radius of 150.00 feet; thence northeasterly along the arc
of the last mentioned curve 185.30 feet to a point of a.
reverse curve concave southeasterly and having a radius of
142.00 feet; thence northeasterly along the arc of the last
mentioned curve 181.72 feet; thence tangent to the last
mentioned curve South 890 341 5011 East 85.00 feet; thence
North 340 231 3411 East 23.12_feet to a line parallel with
and distant easterly 12 feet from the west line of Barranca
Street as described in deed recorded in Book 766, page 243
of Deeds, in the office of the County Recorder of said
County; thence North 00_311 15►► West along said parallel
line 226.34 feet, more or less, to the south line of Lot 1
of said Block 26; thence North 890 43t 3911 west along said
south line of said lot 1; and lot.2 of said Block,.844.10
feet to said west line of the east 396 feet of said Lot 2;
thence North 00 301 460 west 627.05 feet to the point of
beginning.
SECTION 3. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be.published once
in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty (30)
days from and after the final passage thereof said Ordinance shall
take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West Covina,
held on the 6th day of February, 1956, by the affirmative vote of
at least three Councilmen, to wit:
