AN OR➢INANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A.PRECISE.PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT TO SECTION 14 OF ORDINANCE NO.
147 OF THE CITY OF WEST COVINA, AND AMENDING SAID ORDINANCE NO.147
(Bong & Cummings).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance N0.147 of the City of West
Covina, known as the Zoning Ordinance, as amended., classifies certain
properties described a.s the area located on the northwest corner of
Azusa. Avenue a,nd Puente Avenue, in the City of West Covina., as Zone
R-A (Potential R-P), as defined by the provisions of Ordinance No.147,
as amended by Ordinance No.325 of the City of West Covina; and

WHEREAS, the City Planning Commission of the City of hest
Covina, has considered a revised precise plan, to wit: Precise Plan
N0.56 (Revised) for the development of the above described area. to
encourage the proper utilization of such properties; and
WHEREAS, the said Planning Commission did on August 22, 1955,
conduct a duly advertised public hearing as prescribed by law and
duly considered the application of Thomas C. Bong and Louis Cummings
for a reclassification in the zoning of said property in accordance
• with said. precise plan; and
WHEREAS, by appropriate resolutions the said Planning Commi-
ssion recommended to the City Council the approval of the said
requested reclassification; and
WHEREAS, the City Council of the City of West Covina , pursuant
to law, held and conducted a duly advertised public hearing and
considered said.application for a reclassification in relation to the
revised precise plan heretofore submitted therefor, and duly a.pproved
said recla.ssification,subject to the stipulations hereinafter enumerated:

NOW, THEREFORE, the City Council of the City of West Covina,
does ordain as follows: That that certain revised precise plan and
reclassification hereinabove described for the development of the
real property a.s aforementioned, in the City of West Covina, hereto-
fore approved as aforesaid by the City Planning Commission, be and
• the same are hereby approved, under and pursuant to the provisions
of Ordinance No.147 of the City of West Covina, as amended, for the
areas hereinafter specifically described,•subject to the following
conditions:
1. That all street improvements outlined in Section 49,
Ordinance No.2251 including utilities, be installed accordingly and
meet the approval of the City Engineer. This to include street
lights and sidewalks.
2. That the precise plan conform to the proposed right-of-way
of the State Division of Highways.
3. That all necessary street widening shall be deeded to the
City of West Covina.
• 4. That all buildings and signs not exceed one story in heighth.
. 5. That all exterior lighting be installed and maintained in
a manner eliminating any nuisance to adjacent residential property.
6. That adequate water supply and fire protection be provided
as required by Ordinance No.237 and Ordinance No.315.
7. That all excavating and grading work conform to provisions
of Ordinance No.384.
8. That all bonds, fees and deposits for improvements be posted
before building permits are issued.

9. That a 6-foot masonry wall be constructed along the
northerly and westerly property lines, in the event that 1IR-1, R-2
or R-3 property be zoned or developed on adjoining properties.
10. That a 2-foot buffer and 6-inch concrete curb be constructed
along the easterly side of the parking area.
11. That the northerly and westerly access to the rear parking
area be shown as 24 feet wide.
12. That a. 5-foot walk be shown along the westerly side of
the southerly building.
13. Tha.t the Service Station Pump island set -back be shown as
a minimum 15 feet from parking lot.
14. That all driveway openings be limited to 30 feet in width.
15. The parkways -on Azusa Avenue be shown as 8 feet.
That Ordinance No.147 of the City of West Covina, known as
the Zoning Ordinance, adopted January 21, 1948, as amended, be and

the same is hereby amended further by adding thereto, as a part of
the Zoning Hap of the City of West Covina, the following:
The hereinafter described real property, to wit:
• Lot 8, Block 8 of the Phillips Tract, in the City
of West Covina, as recorded in Book 9, Pages 3 and
• 4 of Xiscellaneous Records in the Office of the
County Recorder.
`EXCEPT the west 320.8 feet thereof.
ALSO 'EXCEPT that portion thereof in public road.
Said land is registered under the provisions of the
Land Title Law.
be and the same is hereby excepted from the particular zone in which
said real property has otherwise been placed and designated by the
provisions of said Ordinance No.147, as amended, and all such real
property and territory is hereby reclassified so as to establish said
property and territory as a part of Zone R-PI under the provisions

of said Ordinance No.147, subject, however, to the conditions
hereinbefore enumerated, being a part of the approved Precise Plan,
as revised, herein described.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted at
a regular meeting of the City Council of the City of West Covina,
held on the 30th day of, .-January, 1956, by the affirmative vote of
at least three Councilmen, to wit:
