AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A . PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT TO SECTION 14 OF ORDINANCE NO.147•
OF THE. CITY OF WEST COVINA, AND ATTENDING SAID ORDINANCE NO.147
Maiden and Harkias).
THE "CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, as amended, classifies certain
• properties described as the area, located on the southeast corner of
Glendora Avenue and Walnut Creek Parkway, in the City of West Covina,
as Zone R-A (Potential C-1), as defined by the provisions of Ordinance
N0.1479 as amended by Ordinance No.325 of the City of West Covina.; and
WHEREAS, the City Planning Commission of the City of West
Covina, ha.s considered a precise plan for the development of the above
described area. to encourage the proper utilization of such properties;
and
WHEREAS, the said Planning Commission did on December 7,1955,
conduct a. duly advertised public hearing as prescribed by law and duly
considered the application of Irving Kaiden and Alex Harkia.s for a.
reclassification in the zoning of said property in accordance with
said precise plan; and.
• WHEREAS, by appropriate resolutions the said Planning Commi-
ssion recommended to the City Council the approval of the said
requested reclassification; and
WHEREAS, the City Council of the City of West Covina,pursuant
to law, held and conducted a duly advertised public hearing and consid-
ered said application for a, reclassification inrelation to the precise
plan heretofore submitted therefor, and duly approved said reclassifi-
cation, subject to the stipulations hereinafter enumerated-

NOW, THER-EFORE, the City Council of the City of West
Covina, does ordain as -follows: That that certain precise plan a.nd
reclassification hereina.bove described for the development of the
real property as aforementioned, in the City of West Covina.,
heretofore approved as aforesaid by the City Planning Commission,
be and the same are hereby approved, under and pursua,nt to the
• provisions of Ordinance No.147 of the City of West Covina:, as amended,
for the areas hereinafter specifically described, subject to the
following conditions:
1... Tha,t all street improvements outlined in Section 49,
Ordinance No.2251 including utilities, be installed accordingly and
meet the approval of the City Engineer. This to include street
lights, sidewalks and sanitary sewers.
2. That the Precise Plan conform to the proposed right-of-way
of the Los Angeles Flood Control District.
3. Tha-t all property for the necessary street widening of
Glendora, Avenue shall be deeded to the City of West Covina..
4. That all buildings and signs shall not exceed one story
• in heighth.
5. That all exterior lighting be installed and maintained in
a manner eliminating any nuisance to adjacent residential property.
6. That-a.dequa.te water supply and fire protection be provided
as required by Ordinance No.237 and Ordinance No.315.
7. That all excava.ting and grading work conform to provisions
of Ordinance No.384.
8. Tha,t all bonds, fees and deposits for improvements be posted
before building permits are issued.

9. That a 6-foot masonry wall be constructed and maintained
along the easterly property line.
10. That a 20-foot easement on the southwesterly corner of
the property be granted to the'City of West Covina, for access to
Walnut Creek Wash in exchange for abandonment by the City of a.
portion of Valinda Avenue.
• 11. That the layout of the parking area be subject to the
approval of the chief building inspector.
That Section 8 of Ordinance No.147 of the City of West
Covina., known as the Zoning Ordinance, adopted January 21, 1948,
be a.nd -the same is hereby amended by adding thereto, as a, part of
the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
PARCEL 1: That portion of Lot 187 of E.J.Baldwinls Fifth
Subdivision.of the City of West Covina, County of.Los
Angeles, State of California, as shown on map recorded in
Book 129 Pages 134 and 135 of Maps, records of said County
described as follows:
Beginning at the northerly corner of Lot 65 of Tract
No.17479, as shown on map recorded in Book 524, P;a.ges 43
and 44 of Maps, records of said County; thence South
440 171 3011 west along the northwesterly line of said Lot,
150.00.feet to the true point of beginning; thence North
400 371 3711 west 185.73 feet; thence North 450 421 3011
West 10.00.feet to the Southeasterly line of Glendora
Avenue, 60 feet in width, as shown on map of said Tract
No.17479; thence South 440 171 3011 West along said.Southerly
line 96.53 feet to an angle point in said Lot 187; thence
South -0° 391 5011 West along the West line of said Lot 187,
71.41 feet to the intersection with the Northwesterly
prolongation of the'Southwesterly line of Lot 65 of Tract
No.17479; thence South 690 14.1 4011 West along said prolonga-
tion 155.94 feet to the most Westerly corner of Lot 65 of
said Tract No.17479; thence.North 44 171 30" East 70.43
feet to the true point of beginning.
That portion of Valinda. Avenue 60 feet wide, in the City
of West Covina, County of Los Angeles, State of California,
lying northerly of the northwesterly prolongation of the
southwesterly line of Tract No.17479 X13 524- 43,44 of Maps,
on file in the office of the County Recorder of said County.
PARCEL 2: Lot 65 of Tract No.17479, in the City of West
Covina, County of Los Angeles, State of California, as
per map recorded in Book 524, Pages 43 and 44 of Maps in
the Office' of the County Recorder of said County,
be and *the same is hereby excepted from the particular zone in which
said real property has otherwise been placed and designated by the.
provisions of said Ordina..nce No.147, as 'amended, and all such real

reclassified

said property and territory as a
part of Zone
C-1, under the provi-

sions of said Ordinance No.147, subject, however, to the conditions
hereinbefore enumerated, being a part of the approved Precise Plan
herein described.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinace
