ORDINANCE NO.449
AN ORDINANCE OF THE CITY COUNCIL OF THE, CITY OF j+T��ST COVINA ,
CALIFORNIA, AMENDING ORDINANCE NO.147 , KNOWN AS THE ZONING ORDINANCE
AND THE LAND USE PLAN THEREBY ADOPTED, BY THE MODIFICATION OF A
CERTAIN PRECISE PLAN IN THE C:17TRAL (C-3) BUSINESS AREA THEREIN.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WH-PMEAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, as amended, classifies certain
properties described as the area located at the intersection of
Garvey and Glendora Avenues, in the City of West Covina, County of
Los Angeles, State of California, as Zone C-3, as defined by the
provisions of said Ordinance No.147 thereof; and
WHIE ES, the City Pla-nning Commission of the City of West
Covina, has caused to be prepared a revised plan for the development
of the above described area to encourage the proper utilization of
such properties; and
WHER-EAS, the said Planning Commission did on October 5, 1955,
conduct a duly advertised public hearing as prescribed bylaw and
duly considered said revised plan; and
WHEREAS, by Resolution No.313 the said Planning Commission
on November 2, 1955, approved said plan as revised and recommended
• to the City Council the revision thereof for adoption as a precise
plan for the area, subject to the terms and conditions hereinafter
enumerated; and
14NEP.EAS, the City Council of the City of West Covina did
on December 5, 1955, hold and conduct a duly advertised public hearing
as prescribed by law and considered said revised plan thereat and
duly adopted said plan:

NOW, THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain plan for the
development of the real property located as aforesaid, heretofore
approved and adopted by the City Planning Commission and by the
City Council; as aforesaid, be and the same is hereby adopted as
an Official Plan, under and pursuant to the provisions of Ordinance

No.147 of the City of
West Covina, for
the said area, to
wit:
the area denominated
"Central Business
Area's and located
south of
Garvey Boulevard and west of Glendora Avenue in said City, being
bounded on the south by Walnut Wash and on the west by the proposed
extension southerly of Vincent Avenue, subject, however, to the
following conditions:
1. That the area for the widening of Glendora. Avenue, Garvey
and Vincent Avenues along with service roads adjacent thereto and
all future streets be deeded to the City of West Covina.
2. Sanitary sewer ea.sements shall be provided. That sanitary
sewers be provided therein and shall meet the approval of the
City Engineer.
3. Tha.t parking requirements conform to the requirements of
Ordinance No.325.
4. All street improvements outlined in Section 49 of Ordinance
N0.225, including utilities, be installed accordingly and'meet the
approval of the City Engineer and including street lights along
service roads, together with sidewalks.
5. That parking areas be lighted and surfaced with pavement,
subject to the approval of the City Engineer.
6. Tha,t adequate water supply and fire protection be provided.

7. All bonds, fees and deposits shall be posted before
building permits are issued.
8. All excavation a.nd grading work to conform to the pro-
visions of Ordinance No.384.
9. Tha,t alternate service drives at Southeast corner of
triangle indicated on said plan be shown.
10. That
parcel
marked
"future street" shall have a
minimum
of 30 feet of
.paving
with 5
foot, sidewalks on each side
thereof
and frontage buildings shall have, a, maximum depth of 95 feet.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty (30)
days from and after the final passage thereof said Ordinance shall
I HEREBY CERTIFY that the foregoing Ordinance was adopted at a
regular meeting of the City Council of the City of West Covina ,held
on the 23rd day of January, 1956, by the affirmative vote of at least
three Councilmen, to wit:
