AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, CREA,TING THE POSITION OF . ASSISTANT ADMINISTRATIVE
OFFICER, SPECIFYING THE DUTIES TO BE PERFORMED AND FIXING.THE
COMPENSATION TO BE PAID THEREFOR.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That there is hereby created the position of`
ASSISTANT ADMINISTRATIVE OFFICER of the City of West Covina; the
• duties to be performed in such position to include the following:
(a) PURCHASING AGENT, which shall involve the supervision
and control of all purchases for and on behalf of any depart-
ment of the City of West Covina, a municipal corporation, to
the end that the City may be assured of obtaining when needed
suitable and requisite materials and supplies of all kinds,
available discounts based upon quantity purchases or otherwise,
prompt payment therefor and prompt deliveries of all such
purchases at reasonable costs.
It shall be the duty of the
Purchasing Agent to establish and maintain for all City
purchases a. proper system of controlled purchasing which shall
include the use by all department heads and employees of
appropriate requisitions for all materials and supplies.
The duties of the Purchasing Agent and the methods employed
in such position shall be subject to the approval and control
of the City Manager and to the provisions of any applicable
ordinance or statute.
(b) CHIEF OF THE PROPERTY INVENTORY DIVISION, the duties to
be performed in such position to include the preparation,
maintenance and submission to the City Manager upon request
of said Manager of an inventory of all of the physical assets

belonging to the City of West Covina., such inventory
to contain sufficient information as to permit the
reasonable identification of all property owned by
the City.
(c) PUBLICITY AND PUBLIC RELATIONS, which shall involve
the accumulation and furnishing to the citizens of
West Covina: and others of all pertinent information
relating to the growth and development, the financial
status and the plans and operations of the City, as well
as the maintenance of a. friendly and cooperative atti-
tude between the several departments of the City and
the general public, all under the direction and with
the approval of the City Manager.
SECTION 2. That Robert Flotten be and he is hereby appointed
to the position of Assistant Administrative Officer, in addition
to his position as City Clerk, and that he be paid the additional
sum of $650.00 per month as compensation for the added duties imposed
• upon him and for all services rendered by him in such position. That
said Robert Flotten be and he is hereby required to devote such
time to the duties of Assistant Administrative Officer as may be
necessary or required by the City Manager. That the duration of
the employment hereby created and the tenure of said Robert Flotten
in such position shall be at the pleasure of the City Xana.ger.
SECTION 3. That the position hereby created and the employment
herein provided for shall be on a. part-time and not a. full-time basis.

SECTION 4. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from -the passage thereof, shall cause the same to be published
once in the West Covina. Tribune, a,.newspa.per of general circulation
published and circulated in the City of West Covina, and thirty
• (30) days from and after the final passage thereof said Ordinance
shall take effect and be in force.

I HEREBY CMRTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West Covina,
held on the 28th day of November, 1955, by the affirmative vote of
at least three Councilmen, to wit:
