Ordinance - 436ORDINANCE NO.436 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ',WEST COVINA, CALIFORNIA, AMENDING SECTION 1 OF ORDINANCE N0.136 OF SAID CITY CREATING A CITY PLANNING COMMISSION AND RLTEALING ORDINANCE NO.209 OF SAID CITY, -DECLARING THE URGENCY HEREOF. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 1 of Ordinance No.136 of the City of West Covina, entitled "AN ORDINANCE OF THE CITY OF WEST COVINA PROVIDING FOR THE CREATION AND ESTABLISHMENT OF A PLANNING t COMMISSION IN SAID CITY; PROVIDING FOR THE APPOINTMENT OF THE MEMBERS THEREOF AND PRESCRIBING THEIR DUTIES", adopted April 30, 1947, as amended, be and the same is hereby further amended. so as to read as follows: "SECTION 1. A Planning Commission is hereby created, pursuant to the provisions of Sections 65300 et sequi of the Government Code of the State of California, which said Commission shall function in unbroken succession to the Planning Commission previously exist- ing in said City, except as herein modified, and which Commission shall consist of five (5) members who shall be qualified electors of the City of West Covina. but. • who shall not be officials of said City. The members of the Commission shall be appointed by the Mayor with the approval of the City Council." SECTION 2. The immediate adoption of this Ordinance is urgently required for the preservation of the public peace, safety and general welfare and the following is a statement of the facts constituting such urgency: The.City Council has determined and found that the membership of the Planning Commission as provided -1- for in this Ordinance will more adquately and efficiently carry out and perform the duties and responsibilities assigned to the Commission and the immediate clarification of the status of such membership and the changes herein ordained are required in order that the Commission may function properly and in the manner prescribed by law as well as within the intent of the City Council by whose authority said Commission is established. SECTION 3. The City Clerk shall certify to the adoption of this Ordinance and shall cause the same to be published once in the West Covina Tribune, a weekly newspaper published and circulated in the City of Ifest Covina and thereupon and there- after the same shall take effect and be in force.
