AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A . PRECISE PLAN FOR :THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT TO SECTION.14 OF ORDINANCE NO..147
OF THE CITY OF WEST COVINA,AND AMENDING SAID ORDINANCE NO.147 (Chez)..
THE CITY COUNCIL OF THE.,CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, as amended, classifies certain
• properties described as the area located on the southwest corner of
Garvey Avenue and Azusa Avenue, and more particularly described a,s:
The Easterly 186 feet of the Northerly one-half
of Lot 182 except the Northerly 280 feet thereof
of E.J.Baldwin+s 5th Subdivision in the City of
West Covina, County of Los Angeles, California,
as shown on Map recorded in Book 12 Pages 134
and 135 of Maps in the office of the County
Recorder of said County
as Zone C-1, as defined by the provisions of said Ordinance No.147,
as amended by Ordinance No.325 of the City of 'West Covina; and
WHEREAS, the City Planning Commission of the City of West
Covina has considered a precise plan (revised) for the development
of the above described area to encourage the proper utilization of
such properties; and
WHEREAS, the said Planning Commission did on September 6,
• 1955, conduct a duly advertised public hearing as prescribed by law
and duly considered the application of Maurice R. Chez for a revision
of said precise plan; and
WHEREAS, by Resolution No.290 the said Planning Commission
described more particularly the areas included in said plan and
recommended to the City Council the approval of the said revised
plan; and
WHEREAS, the City Council of the City of West Covina,
pursuant to law, held and conducted a duly advertised public
hearing and considered said application for approval of a revi-
sion of the precise plan submitted thereat, and duly approved
said revised plan, subject to the stipulations hereinafter
enumerated:
• NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain precise plan hereinabove
described for the development of the real property as aforementioned,
in the City of West Covina, be and the same is hereby approved,
under and pursuant to the provisions of Ordinance No.147 of the City
of West Covina, as amended, for the areas hereinabove described,
subject to the following conditions:
1. That all street improvements outlined in Section 49 of
Ordinance No.2251 including utilities, that are not proposed for
installation by the Division of Highways, be installed accordingly
and meet the approval of the City Engineer. This to include street
lights and sidewalks.

That the area
upon which the variance
applies conform to the
proposed
right-of-way
of the State Division of
Highways.
3. That adequate water supply and fire protection be provided
as required by Ordinance No.237,
4. That a 6 foot masonry wall be constructed and maintained
along the south and west sides of this site, which said wall shall
be 6 feet above the grade of the real property hereinafter described
or the property adjoining, whichever is the higher.

5. That all fees, bonds and deposits for the improvements
be posted before the building permits are issued.
6. That the area north of the proposed real estate office
(as shown on original Precise Plan) between service road and
property line be landscaped or used for parking only.
• 7. That suitable protection be afforded so as to adequately
screen the lights on the property herein involved, away from the
residential properties to the south thereof.
8. That an exact legal description be provided.
9. That suitable drainage be provided south on Azusa Avenue.
10. That provisions must be made for a 30 foot driveway at
the north side on the service road.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration'of fifteen (15) days
from the passage thereof, shall cause the same to be published
once in the "West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
• (30) days from and after the final passage thereof said Ordinance
shall take effect and be in forc�-

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the 24th day of October, 1955, by the affirmative
vote of at least three Councilmen, to wit:
